MINUTES <br />CITY COUNCIL <br />MARCH 26, 2008 <br />City Administrator noted that should the Council amend the ordinance to <br />allow a third massage therapy license, the business would have to apply <br />for the proper licensing meeting City Code requirements for this type of <br />business. <br />Blesener asked if there was anyone from the general public present <br />wishing to comment on this matter. <br />Mr. John Grant, 2901 Condit Street, reported that his property looks at the <br />back of The Biagini and the Mietta properties. He reported that he <br />discussed Mr. Mietta's proposals with him prior to the Planning <br />Commission meeting and is glad to hear him withdraw his request for the <br />commercial dumpster. Mr. Grant indicated that he would rather have the <br />display trailers stored in the parking lot from April through October with <br />some screening than have the 800 square foot garage/dumpster structure <br />constructed. Grant felt that both the current dumpster structure and the <br />garage/dumpster structure that is proposed as a replacement would more <br />intrusive on his property than the outdoor storage of the trailers. Grant <br />informed the Council that Mr. Mietta indicated he would be agreeable to <br />planting some trees to screen the display trailers from his view. Grant <br />stated that he would rather hear Mr. Mietta say he will find another <br />location for the trailers during the winter months than to say he will try to <br />find another location. <br />Grant agreed that the gazebo does not look bad, and agreed with the <br />Planning Commission's recommendation to allow it for another two years <br />under the previous conditions that were placed on it. <br />Grant reported that he has done work inside the Mietta building prior to its <br />being owned by Mr. Mietta. He believed that there is ample room inside <br />the building for storage of the display trailers and the gazebo. I-Ie again <br />stated, however, that he would not object to the display trailers being <br />stored outside from April 1 through October 31 provided they are screened <br />in order to avoid construction of the 800 square foot garage/dumpster <br />enclosure. <br />Blesener pointed out that an 800 square foot garage is similar to a <br />residential garage. Grant pointed out that a residential garage would not <br />be allowed to be constructed 10 feet from a residential street. He again <br />stated that he would rather look at a 9-foot high display trailer than an 18- <br />foot high garage. Granted also noted that this portion of Country Drive <br />backs up to a residential area and is different than the other end of Country <br />Drive. <br />Mietta stated that he disagreed with Mr. Grant's statement that he could <br />park both his trailers in his warehouse space.
