MINUTES <br />CITY COUNCIL <br />May 14, 2008 <br />ordered and constructed, an assessment hearing would be held in the fall <br />of this year. The Council can, however, indicate to property owners this <br />evening whether or not they are willing to look at the commercial <br />assessment issue. <br />Montour pointed out that the residential assessment cap will be in play for <br />an urban street reconstruction. Therefore, any change to the commercial <br />assessment will impact the amount of project costs that the City will pay. <br />Ted Zimmer, Quebec Apartments, reported that he has reviewed the <br />improvement options and supports the mill and overlay option. Zimmer <br />noted that the street is residential in nature and under-utilized. Traffic <br />levels on the street are light, with Zimmer suggesting 10 to 15 cars per <br />day. Zimmer reviewed the history of Condit Street pointing out that the <br />street has lasted for over 38 years without an overlay and minimal <br />maintenance. Therefore, he felt the cost of reconstruction to an urban <br />section was not practical and the mill and overlay the preferred option. <br />Zimmer also indicated that he has discussed drainage with the owner of <br />Suburban Auto Body who indicated to him that there have been only 3 <br />instances of drainage problems on the street in the past 20 years. <br />Zimmer again urged the City to go with the mill and overlay option given <br />the cost, the minimal traffic on the sheet, the length of time Condit Street <br />has lasted, etc. Zimmer also noted that Quebec Apartments has no access <br />to Condit Street and has no intentions of seeking access. Zimmer stated <br />that he is not convinced that adding curb and gutter to the street will <br />resolve drainage issues. He indicated that the drainage issues exist on the <br />south end of Condit Street and near the north end. Zimmer felt that the <br />reason that Condit Sheet broke up on the north end last fall was due to the <br />conshuction haffic that was on the street. Zimmer felt that a mill and <br />overlay of the street was a reasonable and palatable improvement. <br />Blesener noted that the improvement of Condit Street has been discussed <br />since the 1980's. He also felt that given its poor condition, people drive <br />out of the area using Nadeau Road when in some cases it would be more <br />convenient go north on Condit Street to South Owasso Blvd. Blesener felt <br />that once the road was improved, h•affic levels will increase. <br />Elaine Zoch stated that they supported whatever improvement of Condit <br />Street the City chose as long as the trees were not disturbed. Zoch asked <br />about the portion of their assessment that could be deferred given their <br />property is zoned commercial. The City Administrator noted that the <br />difference between the residential and commercial assessment could be <br />deferred. Interest would accrue on the portion of the assessment that is <br />deferred. That deferment would not become payable until the property is <br />developed as commercial property regardless of who owns it. <br />
