& Assocengineering • planning • environmental • construction <br />Memorandum <br />To: Katie Larsen, City Planner <br />From: Diane Hankee PE, City Engineer <br />Date: April 4, 2016 <br />Re: North Oaks Company PUD Concept Plan <br />WSB Project No. 2988-080 <br />701 Xenia Avenue South <br />Suite 300 <br />Minneapolis, MN 55416 <br />Tel: 763-541-4800 <br />Fax: 763-541-1700 <br />We have reviewed the Concept Plan for North Oaks PUD in Lino Lakes, MN prepared by <br />Sathre-Bergquist, Inc. received on March 14, 2016. <br />The following comments should be incorporated in the preliminary plat design, and a written <br />response to comments provided: <br />GRADING, EROSION AND SEDIMENT CONTROL <br />1. There are no erosion and sediment control comments at this time, a review will be completed <br />once the preliminary plat is submitted. <br />2. With the preliminary plat submittal a geotechnical evaluation shall be submitted, and it <br />should include also the recommended infiltration rates and R-values. <br />STORMWATER MANAGEMENT <br />1. A stormwater review will be completed with the preliminary plat submittal. <br />2. The City of Lino Lakes Stormwater Ordinance will govern the design requirements for <br />infiltration, rate control and stormwater quality. The watershed, VLAWMO is not a <br />permitting authority for stormwater. <br />3. The minimum storm sewer pipe size shall be 15-inch. <br />4. Wilkinson Lake is an impaired water with a TMDL implementation plan. The <br />implementation plan shall be coordinated with this project through VLAWMO. <br />5. A 50 foot buffer is required and to be shown around lakes and wetlands. <br />FLOODPLAIN <br />1. A Base Flood Elevation is required to be determined, using detailed methods acceptable by <br />the Federal Emergency Management Agency (FEMA). This will be used in setting the low <br />floor elevations and for #2 below. <br />2. A FEMA Letter of Map Revision (LOMR) is required for this site. It is highly recommended <br />that the LOMR process be started immediately with a Conditional Letter of Map Revision <br />application. <br />
