Ms. Katie Larsen <br />May 04, 2016 <br />Page 2 <br />TRANSPORTATION <br />1. The applicant needs to provide the volume of truck traffic that will be a result of the <br />project. <br />2. The truck access and site circulation requires a traffic control plan is required. The <br />applicant shall provide information regarding Arnt Construction staff access and parking <br />during plant operation. <br />3. The applicant proposed haul routes are as follows: <br />a. I-35E North to Anoka County Road 14 East to Anoka County Road 84 South to <br />the Site. <br />b. County Road 84 (at Phelps Road) North to Anoka County Road 14 West to I 35E <br />South to Project. <br />c. Anoka County Road 84 (at Phelps Road) South to County Road J West to I 35E <br />South to Project. <br />d. I 35E to County Road J East to Anoka County Road 84 North to Plant Site. <br />The haul route on CR 84/Otter Lake Road south to CR J (c and d) should not be allowed <br />due to adjacent residential development. <br />4. The west section of Phelps Road has turned to gravel from bituminous due to <br />construction traffic and the applicant needs to provide a plan to improve this roadway <br />back to bituminous. The Otter Lake Service Roadway was also degraded from the <br />previous 2010 IUP and needs to be addressed with this proposal. <br />5. The hours of operation shall be 7 am to 7 pm per City Ordinance. <br />SITE PERFORMANCE AGREEMENT <br />1. A Site Performance Agreement is required and will include securities for public roadway <br />repairs associated with this project. <br />PERMITS <br />The applicant is to provide the project required permits. <br />a. Minnesota Pollution Control Agency <br />b.
