COUNCIL MINUTES <br />April 25, 2016 <br />APPROVED <br />91 Community Development Director (irochala noted that Mr. McKenzie is currently a student at St. <br />92 Cloud State University and lives in the vicinity. <br />93 <br />94 Council Member Rafferty moved to approve the appointment of Alex McKenzie as Community <br />95 Development Intern effective May 2, 2016. Council Member Manthey seconded the motion. Motion <br />96 carried on a voice vote. <br />97 <br />98 3C) Consider Execution of 2016-2017 Labor Agreement between the City and LELS Local <br />99 NO.299 — Administrator Karlson reviewed the terms of the proposed agreement, noting also the <br />100 outstanding Memorandum of Understanding (MOU) that will be added soon. Council Member <br />101 Kusterman and Mayor Reinert asked if it wouldn't be clearer to have everything approved at the same <br />102 time; is that how the situation is handled by other cities. Public Safety Director Swenson explained <br />103 that there is no precedent and he believes it is in the best interest of the city as employer and for the <br />104 employees impacted to have the additional language in the form of an MOU and that it cover a two <br />105 year period. <br />106 <br />107 Council Member Rafferty moved to approve the labor agreement as presented. Council Member <br />108 Manthey seconded the motion. Motion carried on a voice vote. <br />109 <br />110 31)) Consider Resolution No. 15449, Establishing 2016 Compensation Plan for Non -Union <br />III Employees — Administrator Karlson reviewed the staff report outlining the proposal for a non -union <br />112 compensation adjustment, noting that it follows the compensation increase provided in the labor <br />113 agreements. <br />114 <br />115 Council Member Rafferty asked that the council table this matter until all labor contracts are settled, <br />116 based on the principle of doing so. Administrator Karlson recommended against tabling the matter in <br />117 respect of non -union employees and added that it would be more work for the payroll clerk to hold it <br />118 up. Council Member Kusterman concurred that the process is where it should be. Council <br />119 Member Manthey added that the offer of a 2.5% increase is across the board so he doesn't see a <br />120 reason to hold up this action. Council Member Rafferty suggested that passage now is putting the <br />121 cart before the horse and he'd prefer the action not go forward at this point. <br />122 <br />123 Council Member Kusterman moved to approve Resolution No. 15449 as presented. Council <br />124 Member Manthey seconded the motion. Motion carried on a voice vote; Council Member Rafferty <br />125 recorded as voting no. <br />126 <br />127 PUBLIC SAFETY DEPARTMENT REPORT <br />128 <br />129 4A) Consider Hiring Paid On -Call Firefighters — Public Safety Director Swenson reported on <br />130 the extensive hiring process used to bring forward two individuals recommended to be hired as <br />131 firefighters, Kent Alley and Mark Hokkanen. He noted that the hiring of these two individuals would <br />132 bring the staff level to full and a waiting list would be established for future applicants. <br />133 <br />134 Council Member Maher moved to approve the hiring of Mark Hokkenan and Kent Alley as <br />135 recommended. Council Member Kusterman seconded the motion. Motion carried on a voice vote. <br />3 <br />
