COUNCIL MINUTES April 25, 2016 <br />DRAFT <br />3 <br />Community Development Director Grochala noted that Mr. McKenzie is currently a student at St. 91 <br />Cloud State University and lives in the vicinity. 92 <br /> 93 <br />Council Member Rafferty moved to approve the appointment of Alex McKenzie as Community 94 <br />Development Intern effective May 2, 2016. Council Member Manthey seconded the motion. Motion 95 <br />carried on a voice vote. 96 <br /> 97 <br />3C) Consider Execution of 2016-2017 Labor Agreement between the City and LELS Local 98 <br />NO. 299 – Administrator Karlson reviewed the terms of the proposed agreement, noting also the 99 <br />outstanding Memorandum of Understanding (MOU) that will be added soon. Council Member 100 <br />Kusterman and Mayor Reinert asked if it wouldn’t be clearer to have everything approved at the same 101 <br />time; is that how the situation is handled by other cities. Public Safety Director Swenson explained 102 <br />that there is no precedent and he believes it is in the best interest of the city as employer and for the 103 <br />employees impacted to have the additional language in the form of an MOU and that it cover a two 104 <br />year period. 105 <br /> 106 <br />Council Member Rafferty moved to approve the labor agreement as presented. Council Member 107 <br />Manthey seconded the motion. Motion carried on a voice vote. 108 <br /> 109 <br />3D) Consider Resolution No. 15-149, Establishing 2016 Compensation Plan for Non-Union 110 <br />Employees – Administrator Karlson reviewed the staff report outlining the proposal for a non-union 111 <br />compensation adjustment, noting that it follows the compensation increase provided in the labor 112 <br />agreements. 113 <br /> 114 <br />Council Member Rafferty asked that the council table this matter until all labor contracts are settled, 115 <br />based on the principle of doing so. Administrator Karlson recommended against tabling the matter in 116 <br />respect of non-union employees and added that it would be more work for the payroll clerk to hold it 117 <br />up. Council Member Kusterman concurred that the process is where it should be. Council 118 <br />Member Manthey added that the offer of a 2.5% increase is across the board so he doesn’t see a 119 <br />reason to hold up this action. Council Member Rafferty suggested that passage now is putting the 120 <br />cart before the horse and he’d prefer the action not go forward at this point. 121 <br /> 122 <br />Council Member Kusterman moved to approve Resolution No. 15-149 as presented. Council 123 <br />Member Manthey seconded the motion. Motion carried on a voice vote; Council Member Rafferty 124 <br />recorded as voting no. 125 <br /> 126 <br />PUBLIC SAFETY DEPARTMENT REPORT 127 <br /> 128 <br />4A) Consider Hiring Paid On-Call Firefighters – Public Safety Director Swenson reported on 129 <br />the extensive hiring process used to bring forward two individuals recommended to be hired as 130 <br />firefighters, Kent Alley and Mark Hokkanen. He noted that the hiring of these two individuals would 131 <br />bring the staff level to full and a waiting list would be established for future applicants. 132 <br /> 133 <br />Council Member Maher moved to approve the hiring of Mark Hokkenan and Kent Alley as 134 <br />recommended. Council Member Kusterman seconded the motion. Motion carried on a voice vote. 135
