600 Town Center Parkway, Lino Lakes, MN 55014
Phone: 651-982-2400 ∙ Fax: 651-982-2499

DRAFT NEWSLETTER ARTICLE

Federal Emergency Management Agency 2015 Floodplain Mapping Update

The City of Lino Lakes has been a member of the National Flood Insurance Program (NFIP)
since 1982. By participating in the NFIP, residents of Lino Lakes have the option to purchase
flood insurance to protect their property from flood damages. Living in Minnesota, everyone is
at some risk of flooding and homeowner insurance does not cover claims related to flooding;
flood insurance is federally-mandated for most mortgage holders in high-risk areas.

The Federal Emergency Management Agency (FEMA) has recently updated the Flood Insurance
Study for Anoka County, effective December 16, 2015. As part of this study, FEMA revised
floodplain boundaries throughout the county. Floodplain maps, also known as Flood Insurance
Rate Maps, provide the basis for floodplain management, regulation and insurance requirements
by identifying flood-prone areas. The new maps are available electronically on FEMA’s Flood
Map Service Center and allow users to see the flood risk specific to their property. {Link}

Since the adoption of the new flood risk maps, residents in Lino Lakes have begun receiving
notices from their mortgage lenders notifying them of their flood risk and requirements for flood
insurance. These notices are part of updates to the National Flood Insurance Program due to the
Flood Insurance Reform Act of 2012 and the Homeowner Flood Insurance Affordability Act of
2014.

What are your options as a property owner?

1. Purchase flood insurance.
 Get many quotes as the policy premiums vary based on coverage and deductible
limits.
 Obtain an elevation certificate from a certified land surveyor to establish actual
risk of flooding, which may reduce the premium rates.
 Consider private insurance, also called Write Your Own (WYO) policies.
 Reduce your flood risk. Loan programs are available to mitigate the risk of
property damage due to flooding.

2. Change the map.
 If you believe your property was inadvertently included in the floodplain, you can
submit a Letter of Map Amendment (LOMA) or Letter of Map Revision based on
Fill (LOMR-F) to change the designation of your property and avoid the federal
flood insurance requirements.
