Easements <br />Standard drainage and utility easements are provided on all lot lines. A Conservation <br />Easement was also dedicated to RCWD over the wetland and buffer areas on Outlot D, <br />NorthPointe. <br />The applicant is requesting the drainage and utility easement dedicated in the plat of <br />NorthPointe 3rd Addition lying over, under and across Outlot B be vacated to eliminate <br />any potential tile issues. This easement will be re -dedicated on the plat of NorthPointe <br />4th Addition. The City Council approved a similar vacation with Ordinance No. 11-15 <br />for Outlots C and D, NorthPointe when NorthPointe 3rd Addition was platted. The City <br />Council will hold the public hearings for the vacation. <br />Public Land Dedication and Fees <br />The City will require a combination of land dedication and cash in lieu of land for the <br />entire NorthPointe development. Outlot D, NorthPointe 4th Addition will be dedicated to <br />the City for parkland. The outlot is 5.16 gross acres and 4.59 net acres (net acres <br />excludes wetlands and area below the 100 year HWL). The preliminary plat indicated <br />5.04 acres of parkland but detailed grading and construction plans provide the more <br />accurate gross and net acres. The City and developer agreed to $25,000 per acre for land <br />dedication credit.
