A “trail corridor” shall be installed along one side of Street B in lieu of <br />sidewalk to make a connection to the park. The trail could be bituminous or <br />concrete. <br />d. Trail location needs to be evaluated between Lot 135 and wetland. <br />e. The Land Use Plan and Site Data shall be revised to show the open space area <br />in the 44 foot neighborhood as the private park. <br />11. Wetlands and Buffers <br />a. The lots surrounding Outlot A shall be evaluated to verify proper wetland <br />buffers (10-25 feet) can be established outside of lots. <br />b. Wetland area calculations differ from Sheet 23 and Wetland Permit <br />Application. Please adjust accordingly. <br />12. Water Re-use <br />a. Irrigation system for public park, berm area and townhome open space shall <br />utilize stormwater re-use as recommended in the Watermark Water Re-Use <br />Feasibility Study. <br />13. Floodplain <br />a. The base flood elevation shall be determined by the applicant. <br />b. A Conditional Letter of Map Revision (CLOMR) and Letter of Map Revision <br />(LOMR) will need to be obtained from the Federal Emergency Management <br />Agency (FEMA) to verify the floodplain is not impacted by development. <br />14. Sheet 3: Preliminary Plat Index Sheet <br />a. Under Site Data, the number of Single Family Lot shall be 706 and add 1 line <br />for Clubhouse lot to be consistent the Land Use Plan map. <br />15. Sheets 19-22: Site Plan <br />a. The scale bar is incorrect. <br /> <br />Board members and City staff further discussed the following topics: <br /> Garage doors and maintenance <br /> On-street parking <br /> Density and Mixed Use <br /> Stormwater reuse/need for pumphouse <br /> Recreation Center size <br /> <br />Board members moved to adjust 11b to say “Shall be adjusted accordingly” and the scale <br />bar shall be corrected. <br /> <br />Chair Tralle declared the Public Hearing open at 7:18 p.m. <br /> <br />Daren Laberee approached the podium and announced that Rick Packer is no longer with <br />the company, so Mr. Laberee is taking over the Watermark project. He ensured that <br />garage doors are maintained and replaced by the homeowners association. Mr. Laberee <br />discussed the issues with adding commercial properties to the site and why having a <br />mixed use designation is needed for this development. He also addressed questions and <br />concerns regarding garage door maintenance, pumphouses, and square footage of the <br />clubhouse. <br />
