Planning & Zoning Board <br />May 11, 2016 <br />Page 5 <br />APPROVED MINUTES <br />Dennis Mitsch, Centerville resident, discussed his traffic concerns. They already <br />experience problems on Saturdays, Sundays and Wednesdays. He is also concerned <br />about the sewer system and wants to make sure that the system is adequate. <br /> <br />Jim Huber, Centerville resident, explained that his biggest concern is traffic. His other <br />concern is regarding wetlands. Mr. Huber wondered if there are any plans to expand the <br />roadways. <br /> <br />Michael Grochala, Community Development Director, said that he has talked with Anoka <br />County Highway and they are trying to mitigate traffic as best as they can. Mr. Grochala <br />discussed the improvements in the area made by the City and ways in which the City is <br />meeting traffic requirements. Diane Hankee, City Engineer, indicated that MnDOT is <br />planning to do improvements that should help with traffic. Ms. Hankee also discussed <br />trunk sanitary sewer and ensured that the sewer system will accommodate to 2030. Mr. <br />Grochala confirmed that there will be no impact on the wetlands. <br /> <br />Mr. Kassner made a MOTION to close the Public Hearing at 7:33 p.m. Motion was <br />supported by Mr. Evenson. Motion carried 5 - 0. (Tralle abstained.) <br /> <br />Mr. Laden made a MOTION to recommend to City Council that the site be re-guided to <br />Low Density Residential rather than Mixed Use. Motion was supported by Mr. Root. <br />Motion failed 2 - 4. (Evenson, Kassner, Stoesz and Tralle voted nay.) <br /> <br />Mr. Stoesz made a MOTION to recommend approval of the Watermark Comprehensive <br />Plan Amendment subject to conditions by staff. Motion was supported by Mr. Kassner. <br />Motion carried 4 - 2. (Laden and Root voted nay.) <br /> <br />Mr. Stoesz made a MOTION to recommend approval of the Rezoning as submitted by <br />staff. Motion was supported by Mr. Kassner. Motion carried 6 - 0. <br /> <br />Mr. Kassner made a MOTION to recommend approval of the PUD Development Stage <br />Plan/Preliminary Plat including verbiage added by the Planning and Zoning Board. <br />Motion was supported by Mr. Evenson. Motion carried 5 - 1. (Laden voted nay.) <br /> <br />B. PUBLIC HEARING to consider Interim Use Permit for a Batch Plant for Arnt <br />Construction (2209 Phelps Road) <br /> <br />Ms. Larsen presented the staff report. Staff recommends denial of the Interim Use Permit <br />for a Batch Plant for Arnt Construction (2209 Phelps Road) due to the following <br />outstanding issues: <br /> <br />1. Items listed in City Engineer letter dated May 4, 2016. <br />2. Grading, erosion and sediment control plans have not been submitted to the City. <br />3. A SWPPP has not been submitted to the City. <br />4. Property owner consent letter from Paul Miller has not been submitted to the City. <br />5. A letter from RCWD has not been submitted to the City.
