Existing deteriorated road conditions of Phelps Road. <br /> <br />If these outstanding issues are resolved, the interim use permit may be approved with the <br />following conditions: <br /> <br />1. The applicant shall sign a Site Performance Agreement and deposit financial sureties <br />with the City prior to set up and operation of the temporary batch plant. <br />2. The temporary batch plant shall begin set up on June 6, 2016 and shall be completely <br />removed by June 30, 2016. <br />3. Hours of operation shall be consistent with Section 901.03(4)(b): <br />7:00 a.m. to 7:00 p.m. Monday through Friday <br />9:00 a.m. to 5:00 p.m. Saturday <br />No construction activity allowed Sunday and federal holidays <br />4. The approved haul routes are as follows: <br /> I-35E north to CSAH 14/Main Street east to CR 84/Otter Lake Road south to <br />Phelps Road. <br /> CR 84/Otter Lake Road at Phelps Road north to CR 14/Main Street west to I-35E <br />south to MN/DOT project. <br />5. No section of CR 84/Otter Lake Road south of Phelps Road shall be used as a haul <br />route. <br />6. A water meter shall be installed to monitor water use. <br />7. No additional stockpile materials shall be hauled and deposited on-site during the <br />temporary batch plant operations. <br />8. The remaining stockpile shall not be increased in size or height after the temporary <br />batch plant is removed. <br /> <br />Applicant Nick Arnt, 2190 Phelps Road, addressed all outstanding issues laid out by City <br />staff. He would like to get approval with the condition that he will get the City <br />everything they need. <br /> <br />Board members and City staff discussed transportation concerns and traffic operations. <br /> <br />Chair Tralle declared the Public Hearing open at 8:37 p.m. <br /> <br />Mr. Laden made a MOTION to close the Public Hearing at 8:38 p.m. Motion was <br />supported by Mr. Stoesz. Motion carried 5 - 0. (Tralle abstained.) <br /> <br />Mr. Laden made a MOTION to recommend approval of the Interim Use Permit with the <br />condition that all of City staff’s concerns and documents requested are received before <br />the permit goes to City Council for approval. <br /> <br />Motion was supported by Mr. Kassner.
