Staff finds that the wood composite fencing does not comply with the intent of this <br />condition. While no material samples were provided, wood composite materials are not <br />similar to the concrete panels used in the building. The location of the trash is near the <br />front of the storage area. Staff recommends that the plans and elevations be revised to <br />provide a wall on the east and west side of the enclosure with a wood composite <br />fence/gate on the south. <br />2. The enclosed trash and/or recycling receptacle area shall be located in the rear or side <br />yard and shall observe all applicable setback requirements and easements. <br />Complies. <br />3. The trash and/or recycling enclosure must be in an accessible location for pickup <br />hauling vehicles. <br />Complies. <br />4. The trash and/or recycling receptacles must be fully screened from view of adjacent <br />properties and the public right-of-way by a fence or wall of at least six (6) feet in height <br />and a minimum opaqueness of eighty (80) percent. <br />Complies. <br />Parking <br />The Code requires 201 stalls for this 402,552 square foot building. The plans show 248 parking <br />stalls plus 134 proof of parking stalls (120 near 21st Avenue and 24 adjacent to I-35E). <br />The parking stall meet or exceed the ordinance dimensional requirement for stalls, which require <br />a minimum of 9' x 18' with a 24' wide drive aisle. The parking areas are screened as required by <br />ordinance. <br />Lighting <br />The Zoning Code regulates outdoor lighting. The photometric plan must be updated and <br />submitted to the City to ensure compliance with the ordinance standards: <br />1. Any lighting used to illuminate a structure, an off-street parking area, or other area shall <br />be arranged so as to deflect light away from any adjoining residential property or from <br />any public right-of-way. All lighting shall be installed in accordance with the following <br />provisions: <br />a. The luminaire shall contain a cutoff which directs and cuts off the light at an <br />angle of ninety (90) degrees or less. <br />
