2 <br /> <br /> <br />The Land Use Applications are: <br />• Rezone property from General Business (GB) and Light Industrial (LI) to Planned Unit <br />Development (PUD) <br />• PUD Development Stage Plan/Preliminary Plat <br /> <br />ANALYSIS <br /> <br />Existing Site Conditions <br /> <br />The survey shows the Judicial Ditch No. 3 (Clearwater Creek) and adjacent floodplain. There <br />appear to be numerous wetlands on site, a wetland delineation has been submitted. There are a <br />number of wetlands scattered throughout the site and many of those are shown as being impacted <br />by improvements. <br /> <br />The site is relatively flat and is primarily cultivated fields. There are small wooded areas in the <br />southwest corner, adjacent to the ditch and within the wetlands. <br /> <br />Xcel Energy has an easement across the south portion of the site for an electric transmission line. <br /> <br />There is an existing billboard (off-premise sign) in the northeast portion of the site. Off-premise <br />signs are prohibited by Section 1010 of the City Code. This appears to be a legal, non- <br />conforming sign, which is allowed to remain. <br /> <br />A lift station is located in an easement in the northwest portion of the site. <br /> <br />Land Use and Zoning <br /> <br />The property north of JD 3 is guided Commercial on the 2030 Future Land Use Map and zoned <br />General Business. The property south of JD 3 is guided Industrial and zoned Light Industrial. <br />The applicant is requesting approval of a PUD to allow flexibility from some of the Industrial <br />standards. This is discussed later in the staff report. <br /> <br />Parks, Trails, Open Space and Recreation <br /> <br />The parks chapter of the Comprehensive Plan has no parks or off-road trails planned on or <br />adjacent to this property. Park dedication would be cash in lieu of land for this site. The park <br />dedication fees will be due with the final plat. Current fees are $2,175.00/acre. <br /> <br />Transportation Plan <br /> <br />Goals of the Transportation Plan include providing connectivity, improving traffic flow, ensuring <br />safety and street maintenance and coordinating transportation systems with adjacent <br />jurisdictions. The site was included in the I-35E Corridor AUAR, which included a number of <br />planned improvements as development occurs. <br />
