White Pine Road is classified as a minor collector road which has the capacity and <br />structural design to accommodate residential traffic. <br />6. There is existing water & sanitary sewer main that can accommodate the addition of <br />new homes. <br />7. Subdivision meets all zoning requirements. <br />8. Standard drainage and utility easements of at least 10 feet wide are provided along <br />all lot lines. <br />9. Requesting pond in front of lot be relocated to rear of lot. <br />10. $12,500 of cash in lieu of land dedication. <br />11. Of the 31 trees on site, 29 are being removed and are within the basic use area. <br />12. Six boulevard trees are proposed which is compliant with the ordinance. <br />13. No evidence of wetland was found on the site. <br />14. No floodplain on site. <br />15. Within the Shoreland Management Overlay District of Baldwin Lake, this requires a <br />75ft setback for OHWL, and will not impact any structures proposed. <br /> <br />Staff addressed questions of the board including; R-1X vs. R-1 zoning requirements, <br />house size restrictions, property line to the west, parcel to the east, and existing structures <br />demolition dates. <br /> <br />Developer Marcel Eibensteiner, 10740 Town Square Drive NE, Condo Building K, <br />Blaine, MN. House is scheduled for demolition in 3 weeks. Asked board about minimum <br />house size. Explained proposed housing styles for each lot. <br /> <br />Chair Tralle declared the Public Hearing open at 7:05 p.m. <br /> <br />Kelly Sharkey, 174 White Pine RD. Question to developer about why it is being called a <br />preserve, possible tree preservation, type of homes being built, and property values. <br /> <br />Beverley Krueger, 234 White Pine RD. Questions about zoning of R-1 vs R-1X, housing <br />style and size, trees, and parcel to the north has a business on site. <br /> <br />Mr. Laden made a MOTION to close the Public Hearing at 7:21 p.m. Motion was <br />supported by Mr. Masonick. Motion carried 5 - 0. (Tralle abstained) <br /> <br />Mr. Laden made a MOTION to recommend approval of Chavez Preserve Preliminary <br />Plat. <br /> <br />Motion was supported by Mr. Evenson. PUBLIC HEARING to consider Eagle Brook Church Addition Conditional Use <br />Permit & Site Plan Review <br /> <br />Alex McKenzie, Community Development Intern presented the staff report. Staff <br />recommended the approval of the Eagle Brook Church Addition Conditional Use Permit <br />& Site Plan Review.
