Church proposing a 5,574 s.f. addition on the northwest corner of the existing <br />building for an audio/video control room. <br />2. Currently zoned R-Rural, which allows for Religious Buildings with a CUP and <br />future land use, is Urban Reserve. <br />3. Church has an existing CUP (Resolution No. 04-17) and any change involving a <br />structural enlargement of the facility requires an amendment to the CUP. <br />4. Site and Building Plan review has been completed and meeting all standards. <br />5. Two main access driveways off CSAH 54 (20th Ave. N.) which is an “A” minor <br />arterial. <br />6. There will be limited hiring of additional staff/volunteers with no impacts to the <br />traffic levels of service. <br />7. Site served by an onsite private well and wastewater treatment system which can <br />accommodate the demands of the proposed addition. <br />8. The site is within the Post 2030 utility staging area. <br />9. No city funds are being expended on this project. <br />10. Addition will not generate excessive traffic, noise, smoke, fumes, glare or odors. <br />11. Setback from north property line is 200+ ft., and 900+ ft. for the south property line. <br />12. No additional screening is required. <br />13. There are 1,075 existing off-street parking stalls which exceeds the required 700 <br />parking stalls. <br />14. Fire Division Deputy Director recommends adding a devise that would give access to <br />the fire suppression systems stored water. <br />15. Small Stormwater pond is proposed southwest of the addition to compensate for the <br />additional runoff. <br />16. A Stormwater maintenance agreement is not required. <br />17. Building was built in 2004 before our current landscaping requirements, so addition <br />will meet existing landscaping requirements. <br />18. Exterior materials will be similar to the existing building. <br />19. Exterior light fixtures will match the existing building lights. <br />20. Proposed condenser and generator on the northwest side of building will be screened <br />by a 7 ft. precast wall. <br />21. Is within the Shoreland District of Peltier Lake with a maximum impervious surface <br />cover of 60% and 17.43% is being proposed. <br />22. No cash in lieu or land dedication shall be required. <br />23. No wetland impacts are expected. <br />24. Floodplain Zone AE west side of site, and will not be impacted. <br />25. An EAW was completed for original construction. <br />26. An AUAR was prepared in 2005 and updated in 2010 and 2015 for the I-35E <br />Corridor. <br />27. WSB reviewed the plan and found the addition is in compliance with the AUAR. <br />28. A Site Improvement Performance Agreement is not required. <br /> <br />Staff addressed questions of the board including; main street bridge charge from original <br />building, fire suppression system, and is the generator part of the square footage. <br />
