The council has discussed this matter at two <br />68 previous meetings. He reviewed the process that would bring forward a design recommendation and <br />69 finally an improvement project itself. Mayor Reinert noted the need to upgrade the system to keep <br />70 up with technology. <br />71 <br />72 Council Member Kusterman moved to approve execution of the contract as presented. Council <br />73 Member Maher seconded the motion. <br />74 <br />75 Council Member Rafferty noted his concern about having a contractor first design a project and then <br />76 be allowed to bid on the project itself. He will not be supporting the motion. Mayor Reinert <br />77 suggested that other council members had similar concerns but have heard about the specialized <br />78 nature of the work; he respects Council Member Rafferty's comments though. <br />79 <br />80 Council Member Kusterman explained that he is comfortable based on the full discussion of the <br />81 council on the matter as well as the change to the contract that does not require an up -front payment. <br />82 <br />83 Council Member Manthey noted that he missed the work session discussion but based on his review <br />84 of the report and other information, he is comfortable voting. <br />85 <br />86 PUBLIC SAFETY DEPARTMENT REPORT <br />87 <br />88 4A) Paid On -Call Fire Lieutenant Promotion - Public Safety Director Swenson explained the <br />89 circumstances that have created a vacancy in this fire lieutenant position and his recommendation to <br />90 promote Mr. Finke to the position after a full process. <br />F? <br />
