At this time, it is proposed <br />that a bituminous trail be provided on the south side of Elm Street from Morning Dove <br />Road on the west to Cinnamon Teal Court on the east. The primary reason for the trail <br />being on the south side of Elm Street is that there are an estimated 80 students that will be <br />walking from the residential neighborhood south of Elm Street. Providing the trail on the <br />south side of Elm Street will provide for the collection of these students without requiring <br />them to cross Elm Street. A pedestrian crossing would be provided across Elm Street to <br />the school site on the west side of Grey Heron Drive. It is anticipated that Elm Street west <br />of Grey Heron Drive will have the minimum amount of impact for vehicular traffic, <br />therefore, this would provide the best opportunity for a pedestrian crossing. <br />It is also anticipated that there may be potential for an additional 40 students on the east <br />side of Trunk Highway 49 that may choose to walk to school rather than ride the bus. Of <br />the four options presented that are at this time considered viable options, Option F provides <br />for the safest crossing of Trunk Highway 49 for these individuals. Option F would provide <br />for a signal at a location on the north side of the existing City park associated with the <br />shores of Marshan Lake, a single family residential development. If Option F is selected <br />for the road alignment, we would anticipate providing a crosswalk on the north side of the <br />new intersection of Elm Street and Trunk Highway 49. This crosswalk would connect to a <br />trail constructed by the school district on the north side of the new alignment of Elm Street. <br />By providing this crosswalk and walkway on the north side of Elm Street in this section of <br />the roadway, it would provide for easy access to the school site by pedestrians without <br />having to cross Elm Street. <br />At this time we anticipate only the need for two crosswalks as indicated above. To <br />summarize, those crosswalks would be located on Elm Street immediately west of Grey <br />Heron Drive and on Trunk Highway 49 immediately north of a intersection of Elm Street <br />and Trunk Highway 49 under Option F. <br />In the event that an option other than Option F is selected for the street alignment, it is <br />anticipated that a crosswalk would still be placed on Elm Street immediately west of Grey <br />Heron Drive. If option A, B or D were to be selected, we would anticipate the need for <br />additional trails along the east side of Trunk Highway 49 from the park area to the new <br />intersection of Elm Street and Trunk Highway 49. With options A or B, a signalized <br />crosswalk would be provided on the north side of the new intersection. Option D would <br />have a signed crosswalk, but would not be signaled. We would anticipate needing to study <br />the pedestrian issue further dependent on the option that was selected for other potential <br />crossings of Trunk Highway 49. <br />H: \5666.00\CIVIL\CORRES\041996.DA <br />
