COUNCIL MEETING NOVEMBER 27, 1995 <br />A park trail that will run along the road right-of-way will be dedicated to the City. This <br />trail will connect to the trail that is planned for the Senior Cottage housing project. <br />Council Member Bergeson asked when the Living Waters Lutheran Church constructed <br />an addition to their building this summer, were they required to get a conditional use <br />permit. Ms. Wyland explained that a conditional use permit was approved when the <br />original building was constructed. The recent addition was included in the original <br />conditional use permit, therefore an amended conditional use permit was not required. <br />Ms. Wyland explained that the Church is requesting a variance so that they can build a <br />garage which is 36 feet by 72 feet to house vehicles and equipment to maintain the site. <br />This building will be located behind the existing school building. It will be a wood frame <br />structure with siding that will match the exterior of the proposed addition. In the current <br />Zoning Ordinance there is no provision for accessory buildings for churches. The Church <br />is located in an R-1 District and the maximum size of an accessory building for this district <br />is 1100 square feet. Since the siafis reviewing and preparing proposals to update that <br />ordinance, provisions for structures other than residential units in the various zoning <br />districts will be included in the recommended changes. This problem should not occur in <br />the future. <br />Council Member Elliott moved to approve the request for a conditional use permit with <br />conditions outlined above. Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />Council Member Neal moved to approve the variance as outlined above Council Member <br />Elliott seconded the motion. Motion carried unanimously. <br />Representatives from The Church of St. Joseph presented an architects model of what the <br />site will look like when all the building is complete. <br />Final Plat, Behm's Century Farms, 1st Addition - Ms. Wyland used the overhead <br />projector and noted the location of this proposed subdivision. Initial review of the Behm's <br />Century Farms plat began in late 1993 with the preliminary plat approval by the City <br />Council in May of 1995. The preliminary plat consists of 105 lots in three (3) phases with <br />the first phase containing 55 Tots. <br />The property was rezoned by the City Council to R-1, Single Family Residential and is <br />indicated as such on the City's Comprehensive Land Use Map. The Metropolitan Council <br />approved the Minor Comprehensive Plan Amendment for a MUSA land exchange <br />covering the first phase of this development on August 7, 1995. Utilities are being <br />extended from 4th Avenue to serve the site with construction to begin in the spring of <br />1996. Construction of four (4) model homes off of Lilac Street will begin this year. <br />Page 6 <br />
