City of Lino Lakes
Park Board Meeting
Monday, December 4, 1995
Marty also talked to John Gurban, the Minnesota Recreation and
Parks Executive Director. John could think of no models that we
could go by on a city/city/city type of cooperative. In other
words, this type of arrangement has not been done. This is not
to say that cooperations haven't been accomplished, but usually
one agency will take the lead in programming and maintenance.
The other agencies then cost and revenue share the facility.
There are plenty of examples concerning cooperatives between
cities and schools. Marty said we have one.
Marty continued by saying he would like to place John Gurban on
the January Park Board agenda to discuss the athletic complex
issue and referendum questions. He explained that John has a
wealth of information and has been through the process before.
Marty told the board this was an update and the options were open
for discussion.
He recommended to concentrate on what is best for Lino Lakes, and
if the other cities can work with this then something can be
worked out. A better reading of this whole issue should be
resolved in the 1996 survey.
Sharon wanted to know if the land Marty was looking at was in
Lino Lakes. George responded yes.
Marty told the board that he, and Barry visited Burnsville,
Bloomington, and Apple Valley to see what facilities they had.
He gave a slide presentation on these facilities.
He talked about Bloomington using a wagon wheel effect when
developing their facility. He said they had a scoring building
that was also used to sell concessions. They also had restroom
facilities in this building. Bloomington had a batting cage for
baseball. The whole park was about 80 acres. Barry said every
field was lit. Marty said they must have used low spillage
lighting on their fields.
Sharon asked what type of buildings surrounded the facilities.
Marty said, in general, they were expensive residential homes.
Marty stated again that he would like to invite John Gurban to
the January meeting. George thought we should wait to hear from
John VonDeLinde about the regional park land before John Gurban
came to a meeting. Marty explained he would like Mr. Gurban to
2
