City of Lino Lakes <br />Park Board Meeting <br />Monday, December 4, 1995 <br />Since it will be some time before this site is built on by the <br />school (at least 10 years), we have been given the go-ahead to <br />use it. This is good news in that his is a strategically <br />important area for a neighborhood park for Pheasant Hills <br />Preserve and would have had to purchase land here if any more <br />land was sold off. Recall that some time ago a portion of this <br />school site was traded off for construction of houses. <br />Marty did an overhead slide show and explained to the members <br />that he had included a map of the site in the packets. He <br />continued by saying at this time he has discussed this with Jeff <br />Schoenbauer to present us with a simple sketch plan to begin <br />discussions with the school district, and the neighborhood. He <br />thought he would have a quote for this project at the meeting. <br />Referring to our comprehensive plan, this site has been open land <br />for agriculture, has a drainage way and wetlands, particularly on <br />the west side of the site, and has very little elevation change. <br />Upland soils are predominantly sand. Pedestrian access from the <br />east has been developed. Vehicle access is not developed except <br />for the dead end off of Pheasant Hills Drive that dead ends into <br />the site. Possibilities also exist off of Birch Street. <br />He continued by saying this park, according to our comprehensive <br />plan, is classified as a neighborhood type of park based on <br />development population densities and geographic location. Since <br />the two smaller types of park in this area are intended to be <br />more passive in nature, the use of this area for such park <br />elements such as informal ball field/play fields, hard surface <br />areas such as basketball, volleyball, tennis, and a small parking <br />lot becomes more important. This park is also an important link <br />in our linear trail corridor concept. <br />George asked if there was enough ridged high land to put trails <br />in. Marty said yes, he was sure there are ways to get through <br />there. Amy said she had done some horseback riding in there last <br />weekend and this was a very beautiful area. <br />Marty said he included a copy of a recent agreement that was <br />written between the City of Apple Valley and School District 196, <br />for an example of agreement language. He also included a copy of <br />the previous agreement that was written for this site on Birch <br />Street as well as the agreement that was written for the Rice <br />Lake Elementary site.
