COUNCIL MEETING JANUARY 9, 1995 <br />ROAD (STATE HIGHWAY 49) ARCHAEOLOGICAL UPDATE, RANDY SCHUMACHER <br />Mr. Schumacher explained that he and Mr. Powell met with the <br />Minnesota Department of Transportation (MnDOT) and the Minnesota <br />Historical Society to determine how the ongoing archaeological <br />study will impact the planned improvement of this intersection. <br />There is an archaeological issue in this area, however, <br />fortunately, the Historical Society is cooperating and will <br />complete their third and last survey early this spring. The <br />improvement can be under contract by July 1, 1995 which is the <br />deadline for State funding. <br />CONSIDERATION OF RESOLUTION NO. 95 - 01 ACCEPTING DONATION FROM <br />THE CENTENNIAL FIRE RELIEF ASSOCIATION FOR THE DARE PROGRAM, <br />POLICE CHIEF DAVID PECCHIA <br />Chief Pecchia explained that commencing in 1995, the Lino Lakes <br />Police Department began teaching the D.A.R.E Program in local <br />elementary schools. Officer Bill Hammes attended and graduated <br />from the D.A.R.E Instructional Program in December, 1994. The <br />goal of the Lino Lakes Police Department is to ensure that the <br />D.A.R.E Program will become totally funded through donations from <br />the community. The Centennial Fire Relief Associationis aware of <br />this goal and has donated $2,000.00 toward the cost of <br />administering the program in the local elementary schools. The <br />purpose of Resolution No. 95 - 01 is to publicly thank the <br />Centennial Fire Relief Association for their generous donation. <br />Chief Pecchia noted that Officer Hammes is very excited about <br />this program and looks forward to getting started. <br />Council Member Elliott moved to adopt Resolution No. 95 - 01. <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 95 - 01 can be found at the end of these minutes. <br />CONSIDERATION OF AN AGREEMENT WITH THE LINO LAKES MANAGEMENT <br />ASSOCIATION, RANDY SCHUMACHER <br />Mr. Schumacher explained that after many months of negotiations, <br />a meeting was held on December 30, 1994 at which time a tentative <br />agreement with the members of the Lino Lakes Management <br />Association (LLMA) on a three (3) year contact (1993-1995) was <br />reached. This agreement covers wages, insurance and all other <br />terms and conditions of employment that applicable labor <br />legislation considers bargainable. <br />Mr. Schumacher felt that the many hours of research and <br />PAGE 6 <br />
