COUNCIL MEETING JANUARY 23, 1995 <br />Second Addition and Country Lakes Estates will accommodate the <br />new housing starts. <br />Mr. Kluegel presented a bar -graph handout to the City Council <br />depicting the single family house construction for the past 23 <br />years. He noted that the handout was for informational purposes <br />only. The bar -graph indicates the effect high interest rates <br />have on the number of new housing starts. <br />Council Member Bergeson asked if public buildings such as <br />schools, prison buildings pay standard building permit fees. Mr. <br />Kluegel indicated that they do. <br />Council Member Kuether felt that the average construction cost <br />for a single family home seemed to be rather low. Mr. Kluegel <br />noted that the cost is for the construction of the home only. <br />The cost did not include the price of the lot and was not <br />intended to represent the sale price of the home. <br />Mayor Reinert thanked Mr. Kluegel for his report. <br />CITY ENGINEER'S REPORT, JOHN POWELL <br />Consideration of Resolution No. 95 - 03 Declaring Adequacy of <br />Petition and Ordering Preparation of a Feasibility Report for <br />Woods of Baldwin Lake, Second Addition - The preliminary plat for <br />this subdivision was approved, with conditions, by the City <br />Council on October 24, 1994. The property owners have submitted <br />a petition for utility and street improvement to serve the <br />proposed subdivision. The petition has been reviewed by the City <br />Clerk and the property owners have been verified. The next step <br />in the process is to prepare a Feasibility Report for these <br />improvements. <br />Council Member Elliott moved to adopt Resolution No. 95 - 03. <br />Council Member Kuether seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 95 - 03 can be found at the end of these minutes. <br />Consideration of Resolution No. 95 - 04 Calling a Hearing on <br />Woods of Baldwin Lake, Second Addition - Mr. Powell explained <br />that the Feasibility Report has been prepared and is available to <br />the City Council this evening. With the receipt of this report <br />the City Council can now order the public hearing. <br />Mr. Powell noted the reason that the Feasibility Report could be <br />prepared on such a short notice is that the developer had <br />previously posted adequate financial guarantees to pay for the <br />PAGE 13 <br />
