COUNCIL MEETING JANUARY 23, 1995 <br />preparation of the Report. <br />Council Member Kuether moved to adopt Resolution No. 95 - 04. <br />Council Member Bergeson seconded the motion. Motion carried <br />unanimously. <br />Consideration of the Bids for Lakeview Place/LaMotte Ditch <br />Cleaning - Mr. Powell explained that plans and specifications for <br />this ditch cleaning project were ordered in October, 1994 and as <br />the estimated cost was less than $25,000.00, bids were solicited <br />and advertising was not required. Only one (1) bid was actually <br />submitted by a contractor and that bid was for $29,122.10 <br />compared to an engineer's estimated cost of $14,604.00. The bid <br />was rejected. <br />At the City Council meeting on October 24, 1994, the City Council <br />authorized Rocky Keehn of SEH to wait a short time and again <br />solicit quotes for the project. On January 9, 1995, the <br />quotations for the second round of bidding were opened and again <br />only one (1) quote was received. The sole quote was received <br />from Ro-So Contracting for $30,039.35, almost twice the revised <br />engineer's estimate of $16,864.00. It is recommended that this <br />bid also be rejected. Mr. Powell recommended this project be <br />incorporated into one of the larger improvement projects to be <br />bid in 1995. This would lead to lower, more competitive unit <br />prices. Some cleaning of the east -west ditch has been done, this <br />should allow the proposed project to be delayed until Spring, <br />1995. <br />Council Member Bergeson moved to reject the bid and complete the <br />work as part of a larger project in 1995. Council Member Kuether <br />seconded the motion. Motion carried unanimously. <br />Consideration of Resolution No. 95 - 07 Receiving Feasibility <br />Report for Well No. 4 - Mr. Powell explained that the preliminary <br />plat for the Clearwater Creek development is currently being <br />reviewed by the City and will be considered by the City Council, <br />along with a rezone, at a future meeting. Although neither the <br />preliminary plat or rezoning has been approved, the developer., <br />Mr. Tony Emmerich, requested preparation of a feasibility report <br />for a new well to serve the project area. Furthermore, the <br />developer deposited escrow funds with the City to cover the cost <br />of preparing this report. <br />At the regular meeting of the City Council on November 14, 1994, <br />preparation of a feasibility report for well No. 4 was ordered. <br />The report has now been completed and submitted to the City. As <br />the rezone and preliminary plat for the Clearwater Creek <br />development will be considered at a future meeting, the setting <br />PAGE 14 <br />
