Setbacks. In review of the proposed development, the following principal setbacks apply: <br />Front Yard <br />Side Yard <br />Rear Yard <br />R-1 District <br />40 feet <br />10 feet <br />30 feet <br />R-4 District <br />40 feet <br />20 feet <br />30 feet <br />NOTES: 40 foot front yard setback applicable to collector streets <br />* R-4 setbacks apply to site perimeter <br />All proposed lots illustrate an ability to conform to the aforementioned setback requirements. <br />Section 6, Subd. 8.E of the Zoning Ordinance stipulates that within PDO Districts, no structure <br />may be closer than 36 feet to another building. The proposed building placements upon Lot 1, <br />Block 1 conform to this separation requirement. <br />Off -Street Parking. According to Section 8, Subd. 1.(2)(B), an off-street parking requirement <br />of two and one-half spaces per unit is required in the R-4 District. As calculated below, a total <br />of 120 spaces are required of the proposed multiple family component of the project. <br />Parking <br />Units Ratio Requirement <br />48 2.5 per dwelling unit 120 <br />The subject proposal illustrates 128 spaces of which 48 are considered tandem. It should be noted <br />that tandem stalls typically are not considered in the off-street parking supply. Considering, <br />however, that 1) the subject development caters toward the elderly, 2) the tandem stalls meet <br />minimum dimensional requirements, and 3) the City has control over the use of the subject <br />property via the PDO, the tandem stall arrangement is considered acceptable. To provide an <br />assurance that the parking supply will meet demand, the following conditions should be upheld: <br />1. The dwelling units should be occupied only by elderly residents (55 years and over). <br />2. Garage stalls should be provided without fee. <br />3. There should be no dwelling unit conversions for family use. <br />4. Parking spaces will not be used for storage of recreational vehicles, boats or trailers. <br />8 <br />
