To allow efficient vehicular movement throughout the site, no parallel parking should be allowed. <br />All parking stalls have been found to conform to minimum dimension standards of the City <br />Zoning Ordinance. <br />According to Section 8, Subd. 4 of the Zoning Ordinance, all off-street parking areas must be <br />designed in conformance with the following standards: <br />1. Bituminous surfacing. <br />2. Perimeter curbing. <br />3. Striped stalls. <br />4. Designated handicapped stalls (per State requirements). <br />5. Parking lot lighting. <br />Open Space. According to the Zoning Ordinance (Section 6, Subd. 8.2.E.(iv), at least 35 percent <br />of the site must be devoted to open space. In review of the submitted site plan, it is estimated that <br />± 48 percent of the R-4 District (Block 1) is devoted to open space. <br />Site Circulation. Several concerns exist in regard to site circulation, as listed below. <br />1. Several multiple family structures (Buildings 2 and 4) are accessed by dead-end driveways <br />without vehicular turnaround space. Such an arrangement does not provide for traffic <br />turnaround without use of the designated parking area. While this arrangement may not <br />present a concern for automobiles, it will complicate the egress of large vehicles servicing <br />the site. It should be noted that van -type trucks (17 to 35 feet in length) require a <br />minimum inside turning radius of approximately 25 feet. In many instances, turning radii, <br />as illustrated on the site plan, will not allow for turning maneuvers of such. As a <br />condition of site and building plan approval, this dead-end driveway should provide for <br />truck turn around areas. <br />2. The subject site is to be accessed via two points from Elm Street (County Road 12). While <br />the location of such access drives appear acceptable, the site plan will be subject to review <br />by the Anoka County Highway Department and City Engineer in regard to access <br />requirements. <br />Trash Handling. If applicable, the site plan should be modified to identify specific trash handling <br />areas. All trash handling areas must be demonstrated to be accessible to trash handling equipment. <br />Signage. According to the submitted site plan, a monument sign is to be erected in the <br />southeastern corner of the subject property. Prior to the erection of any site signage, detailed sign <br />plans must be submitted and approved by the City. Such plans should specify the location, size, <br />and type of all site signage. <br />9 <br />
