10. If applicable, the site plan is modified to identify all trash handling locations. <br />11. The applicant submit a snow removal plan which identifies snow storage areas upon the <br />subject site. <br />12. The grading/drainage and utility plan is subject to review and approval by the City <br />Engineer. <br />13. Detailed plans for the proposed lake access (i.e., docks) are submitted subject to City <br />review and approval. <br />14. If any outdoor activities (i.e., lake access, tennis courts, swimming pool, etc.) are <br />proposed upon the subject site, detailed plans for such activities be submitted subject to <br />City review and approval. <br />15. Any covenants governing the use of the property's open space (i.e., lake access) be subject <br />to City review and approval. <br />16. All signage erected upon the site comply with applicable provisions of the City's Sign <br />Ordinance. <br />17. The applicant enter into a development agreement with the City which provides an <br />assurance that all proposed improvements will be completed within a time frame specified <br />by the City. <br />18. Comments from other City staff. <br />ISSUES ANALYSIS <br />Zoning. The subject property is zoned R-4, High Density Residential. The R-4 District is <br />intended to provide settings for multiple family housing in areas that have good thoroughfare <br />access, have proper relationship to other uses, and are accessible to major activity centers, <br />recreation areas and shopping areas. The proposed multiple family development is consistent with <br />both the intent of the property's R-4 zoning designation and the provisions of the City's <br />Comprehensive Plan. <br />Density. According to Section 6, Subd. 8.2.E.IV.a of the Zoning Ordinance, the maximum <br />number of dwelling units allowed per acre of buildable land in an R-4 Zoning District is 15. With <br />a total of 112 units proposed upon 19.7 net acres of land, a density of 5.7 dwelling units per acre <br />results. Such density complies with applicable R-4 District requirements. <br />3 <br />
