While all perimeter setback requirements have been satisfactorily met, the majority of structures <br />and off-street parking areas along side the site's interior loop street do not meet required setbacks. <br />In review of the site plan, it appears that the required setbacks from the interior street have been <br />positioned from the street's curb line rather than the outer dimension of the street easement/right- <br />of-way. As a condition of site and building plan approval, principal buildings and off-street <br />parking areas (30 feet) should be repositioned so as to satisfy required 30 foot front yard setbacks. <br />If such repositioning is not viable, a setback variance may be pursued. <br />Streets. As noted previously, the subject site's interior loop street is to be dedicated as a public <br />street easement. At 60 feet in width, appropriate right-of-way is being provided. While the <br />proposed street layout and width are considered appropriate, the following street related items <br />should be addressed: <br />1. A slight repositioning of the street may be necessary to allow site structures to meet <br />applicable 30 foot front yard setback requirements. <br />2. The City Engineer provide comment/recommendation in regard to street construction <br />standards, street lighting and street signage. <br />3. The City Fire Chief provide recommendation in regard to fire hydrant locations. <br />Off -Street Parking. According to Section 8, Subd. 1.(2)(B) of the Zoning Ordinance, an off- <br />street parking requirement of two and one-half spaces per unit is required in the R-4 Zoning <br />District. As calculated below, a total of 280 spaces is required upon the subject site: <br />Units Ratio Parking Regnirement <br />112 2.5 spaces per unit 280 <br />In satisfaction of the City's off-street parking requirements, a total of 285 off-street parking spaces <br />have been proposed, 224 of which are indoor garage spaces. It should be noted that tandem <br />driveway parking (in front of indoor garage) are not to be counted in the development's off-street <br />parking supply. Additionally, off-street parking is not to be allowed along private drive aisles to <br />ensure safe and efficient vehicular movement. <br />All off-street parking stalls have been found to meet minimum dimensional requirements (9 feet <br />by 18 feet) as specified in the Zoning Ordinance. <br />5 <br />
