Subd. 28. Access Drives and Access <br />These requirements should be included with the off-street parking requirements for ease of <br />reference and similar regulation. Planning Commission should discuss access provisions <br />regarding: <br />1. Number of curb cuts per property. <br />2. Access setbacks from intersection. <br />3. Curb cut widths. <br />4. Setbacks between driveways. <br />Subd. 29. Fences and Walls <br />With recent revisions to the Zoning Ordinance regarding fences only few changes are suggested <br />as follows: <br />1. The fence regulations should be divided into sub -sections, residential fences, and <br />commercial/industrial fences. <br />2. The fence regulation should cross reference the traffic visibility setback for corner lots. <br />3. The City may allow solid wall fences in excess of 42 inches provided they meet all <br />building setbacks. <br />Subd. 31. Swimming Pools <br />The fencing requirements should be required for private pools of less than 3.5 feet in depth and <br />all commercial pools unless enclosed by a building court yard that would restrict access. <br />Subd. 32. Drainage <br />1. Grading and drainage plans should be required for all commercial industrial, multiple <br />family developments as well as single family subdivisions. <br />2. Top of building foundation should be required to be 18 inches above the crown of street. <br />3. As a condition of issuance of occupancy, the builder or property owner, should verify that <br />its construction complies with the approved site or subdivision grading plan. <br />4. Drainage plans should comply with guidelines set out in the Lino Lakes Water <br />Management Plan. <br />8 <br />
