In this regard, <br />the proposed development is consistent with the Comprehensive Plan. <br />The City must, however, determine whether the requested rezoning <br />fulfills the cited rezoning evaluation criteria and whether urban <br />growth in this area of the City is appropriate at this time. <br />While the availability of privately funded utilities <br />provides some justification for approval of the requested <br />it is only one of several items of consideration. <br />The primary justification to approve or disapprove the <br />rezoning is the City's Comprehensive Plan.
