If the City chooses to approve the requested rezoning, our office <br />recommends approval of the submitted concept plan subject to the <br />following conditions: <br />1. All lots conform to minimum R-1 lot size requirements. <br />2. To determine R-1 lot size conformity, specific wetland <br />boundaries are verified. <br />3. The proposed Thomas Street cul-de-sac is either modified to <br />meet maximum 500 foot length requirements or a variance is <br />pursued. <br />4. The City Engineer provide comment in regard to the proposed <br />vacation of portions of Thomas Street and Laurie Avenue. <br />5. The Park Board provide comment as to preferred park <br />dedication. <br />6. A grading/drainage and utility plan are submitted as part of <br />forthcoming preliminary plat consideration. The plans will be <br />subject to review and comment by the City Engineer. <br />7. Drainage easements are placed over the site's wetlands. This <br />item should be subject to review and comment by the City <br />Engineer. <br />8. Consideration is given to reconfiguring the streets in the <br />northwest area of the plat to more effectively accommodate <br />future resubdivision of the adjacent westerly property. <br />9. Comments from other City staff. <br />ISSUES ANALYSIS <br />Rezoning/Comprehensive Plan Amendment <br />As noted previously, all rezoning and Comprehensive Plan amendment <br />requests should be reviewed in reference to a specific set of <br />objective criteria as noted below: <br />Comprehensive Plan. The City's 1987 Comprehensive Plan designates <br />the subject property as "expansion residential" (see Exhibit E). <br />The plan states that areas designated as "expansion residential" <br />will be logical areas for sewer extension before the year 2010. <br />The residential expansion areas defined in the 1987 Comprehensive <br />Plan do not outline any scheduling for urban development or <br />utilities other than the year 2010 date. This suggests that the <br />growth rate and direction is anticipated to be market driven. The <br />3 <br />
