City must consider if the 1987 planning objectives are still <br />appropriate for this area of the City. <br />The Behms Century Farms proposal would serve to implement the <br />expansion residential objectives. The Planning Commission and City <br />Council must determine, however, if the current timing of the <br />project is appropriately based on the City's comprehensive <br />policies, the City's infill policies, land use compatibility and <br />City's financial capabilities. The Comprehensive Plan policies are <br />attached as Exhibit C. <br />Also to be recognized is a recent City resolution which establishes <br />policy for the location of new development (see Exhibit D). The <br />policy basically states that a new development shall be allowed to <br />proceed only if the developer can demonstrate: <br />a) That the cost of utility and street extensions can be covered <br />by immediate assessment and, <br />b) That the cost of operation and maintenance of the system will <br />not exceed the normal costs as projected by the water and <br />sewer rate study. <br />c) That an up front payment or series of payments by the <br />developer would offset any additional costs of installation <br />and/or future operation and maintenance. <br />As part of the rezoning consideration, findings should also be made <br />that the proposed development is consistent with the City's 1990 <br />Sewer Plan. To accommodate the proposed development a utility <br />extension will be necessary. <br />Land Use Compatibility. In considering whether the proposed use is <br />compatible with surrounding uses, the following items should be <br />considered: <br />1. Existing Land Use. The proposed development site is bounded <br />by a variety of uses (undeveloped, single family <br />residential, and institutional). Residential development which <br />bounds the site exhibit lot sizes of 2M acres. Considering <br />that the property's rural zoning designation imposes a minimum <br />10 acre lot size, the area is characterized by legal non- <br />conforming lots. <br />The applicant has indicated that homes to be constructed in <br />the proposed subdivision are to hold values of $100,000 and <br />up. In this regard, the proposed development is not <br />anticipated to negatively impact area property values. <br />4 <br />
