It should be noted that this report is intended to supplement our <br />office's 4 May 1994 review of the original plat submission <br />(combination R-1X/PDO Zoning Designation). <br />Attached for reference: <br />Exhibit A - Previous Preliminary Plat (R-1X/PDO <br />Exhibit B - Preliminary Plat Design Alternative (R -1X) <br />Recommendation: <br />The submission of the preliminary plat design alternative responds <br />to a specific request of the Planning Commission. A decision <br />regarding a preference between the design alternative and the <br />previously submitted plat (R-1X/PDO application) is considered a <br />policy matter to be determined by City officials. <br />If the City determines that the strict provisions of the R -1A <br />Zoning District should be upheld, our office recommends approval of <br />the submitted plat design alternative subject to the following <br />conditions: <br />1. The forthcoming final plat include ten foot wide utility <br />easements centered on rear and other lot lines. Drainage <br />easements should also be placed over the site's wetlands. <br />This item should be subject to further comment by the City <br />Engineer. <br />2. To avoid a duplication in block number assignment, "Block 3" <br />in the southeastern portion of the plat is relabeled as Block <br />5. <br />3. The wetland in the southeastern corner of the plat and a strip <br />15 feet wide trail corridor (above the OHWL) be formally <br />dedicated as park land. <br />4. Fifteen foot wide trail corridors are provided between Lots 10 <br />and 11, Block 1 and Lots 5 and 6, Block 5. <br />5. A variance is pursued to accommodate the length of the <br />subdivision's northerly cul-de-sac. <br />6. All wetlands are delineated by the Army Corps of Engineers, <br />Minnesota Department of Natural Resources or persons <br />recognized as qualified by such agencies. <br />7. The proposed subdivision is subject to review by the Rice <br />Creek Watershed District. <br />2 <br />
