A omorehensiv. P1.n The City's 1987 Comprehensive Plan <br />designates the subject property as "expansion <br />residential" (see Exhibit A) . The plan states that areas <br />designated as "expansion residential" will be logical <br />areas for sewer extension before the year 2010. <br />The residential expansion areas defined in the 1987 <br />Comprehensive Plan do not outline any scheduling for <br />urban development or utilities other than the year 2010 <br />date. This suggests that the growth rate and direction <br />is anticipated to be market driven. The City must <br />consider if the 1987 planning objectives are still <br />appropriate for this area of the City. <br />The Behms Century Farms proposal would serve to implement <br />the expansion residential objectives. The Planning <br />Commission and City Council must determine if the current <br />timing of the project is appropriate based on the City's <br />comprehensive policies, the City's infill policies, land <br />use compatibility and City's financial capabilities. The <br />comprehensive policies are attached as Exhibit B. <br />2. IS THE PROPOSED USE COMPATIBLE WI= SURROUNDING USES? <br />In considering whether the proposed use 3.s compatible with <br />surrounding uses, the following items should be considered: <br />A. pxistincr Lang. Use, The proposed development site is <br />bounded by a variety of uses (undeveloped, single family <br />residential,and institutional). Residential development <br />which bounds the site exhibit lot sizes of 2 acres. <br />B. While the Behms development <br />proposes urban size lots (10,800 square feet), the <br />property's containment of numerous wetlands significantly <br />reduces the overall development density. The Planning <br />Commission :rust evaluate the density impact where smaller <br />lots abut the larger lots and the density impact on <br />streets in the area. <br />C. rxisting R-1 ZQning D strict, A portion of the subject <br />site (southeastern area) currently holds an R-1, Single <br />Family Residential Zoning Designation.
