Off -Street Parking: Required parking spaces have been estimated at <br />92 based on the proposed site plan. This could change, however, as <br />a portion of the space is to be leased. A total of 96 spaces are <br />provided which should be adequate to serve the site as designed. <br />The parking area shall be designed to City Standards and <br />Handicapped spaces provided according to ADA Rules and Regulations. <br />Circulation and Access: One access drive, to be shared with UDOR, <br />is provided on the site. A shared driveway agreement will be <br />required prior to construction. <br />Loading and Trash: The site plan indicates an enclosed trash <br />handling area on a rear corner of the site. We would require that <br />this area be screened from public view (both 35W and Apollo Drive). <br />The dock and loading area is located adjacent to 35W with a large <br />stand of evergreen trees intended to screen this area from view of <br />travelers on 35W. Staff would recommend that the City Forester <br />review the landscape plan to insure placement of trees and sizing <br />to adequately screen the loading dock area from 35W. <br />Lighting: Off street parking area shall be illuminated so as to <br />reflect light away from adjoining properties. <br />Signs: The City Sign Ordinance provides a ground sign must be <br />located 20' from the front property line. The site plan indicates <br />a closer setback. Staff would require that all provisions of the <br />Sign Ordinance be met in relation to this proposed construction and <br />proper sign permits obtain from the Building Department. <br />Utilities, Drainage and Grading: Plans for onsite grading, <br />drainage and utilities are subject to the review and approval of <br />the City Engineer. A 30' easement is provided on the freeway side <br />of this property, therefore, on site ponding should not be <br />required. <br />CONCLUSION: <br />City Staff would concur with our EDAB Board and recommend approval <br />of the site plan for Mr. Fogerty and Custom Remodelers with the <br />following conditions: <br />1. The applicant shall sign a development agreement and post <br />financial guarantees as specified by City Staff prior to issuance <br />of any building permits. This development agreement shall include <br />provisions for the shared driveway. <br />2. The City Engineer shall review and approve all utility, <br />drainage and grading plans. <br />3. The City Forester shall approve all landscape plans. <br />Freeway landscaping shall provide an effective visual screen of the <br />loading area with no adverse effect on the drainage easement. <br />4. Proper sign permits shall be obtained prior to installation <br />of signage. <br />5. The parking area shall be constructed according to City <br />Standards with concrete curb, gutter, bituminous paving and <br />handicapped spaces as required by the ADA Rules and Regulations. <br />6.
