In this regard, the proposed development is consistentwith the provisions of the <br />Comprehensive Plan. The proposed Airpark component is considered a unique and cre.t've <br />concept which can most effectively be accommodated via a PDO, Planned Development Overlay <br />zoning designation. <br />If the City finds the proposed. R 1 /PDO rezoning to be acceptable, it should be approved only <br />upon the fulfillment of the following: <br />The City approve the proposed MIUSA land trade and amendment to the Sewer Plan, <br />Q The necessary Comprehensive Plan amendment is subject to approval by the Metropolitan <br />Council. <br />Should the City approve the requested rezoning, our office recommends approval of the Behms <br />Century Farm preliminary plat subject to the following conditions: <br />1. The City formally vacate that portion of Thomas Street which underlies the subject <br />property. <br />2. The applicant demonstrate the buildability of the following lots via the submission of site <br />specific building/grading plans, wetland mitigation, or if necessary, a lot reconfiguration: <br />First Addition: <br />Second Addition: <br />Lot 8, Block 2 <br />Lots 17 and 18, Block 5 <br />Lots 3, 4, 5, 9, 14, 20, 21, Block 3 <br />3. The applicant consider the omission of Lot 18, Block 5 of the First Addition which exists <br />as a "mitt" lot. <br />4.
