APP --07-1995 11:24 WIC 612 5959837 P.04 <br />5. All streets within the plat are named in accordance with the City's street naming plan. <br />6. Specific plans are submitted for Airpark accessible lots which identify hanger and <br />taxiway Locations, hanger size limits, relationships to principal structures, building <br />materials, etc. <br />7. A copy of restrictive covenants to be applied to Airpark accessible lots is submitted for <br />City review and approval. Such covenants should address architectural requirements for <br />hangers and include a provision that such hangers are to be used solely as an accessory <br />to the Airpark use. <br />S. A wetland mitigation plan is submitted subject to approval by the Rice Creek Watershed <br />District and the City Engineer. <br />9. A landscape plan and cross section detail be submitted for a buffer strip along Lilac <br />Street. Such plan should specify the type, Location and size of all proposed plantings. <br />10. Ali park dedication requirements as determined by the City Park Board are satisfactorily <br />met. <br />11. A grading and drainage plan be submitted. Such plan shall be subject to review and. <br />approval by the City Engineer. <br />12. A utility plan is submitted subject to review and approval by the City Engineer. <br />B. Drainage and utility easements are provided along all lot lines and placed over designated <br />wetland areas. This item should be subject to comment by the City Engineer. <br />14. Comments of other City staff. <br />ISSUES ANALYSIS <br />Rezoning/Comprehensive Plan Amendment: <br />As noted previously, both a Comprehensive Plan amendment (minor) and rezoning will be <br />necessary to accommodate the proposed use and density. These requests are interrelated <br />considering that a basis for rezoning evaluation is the use's consistency with the Comprehensive <br />Plan. In review of all rezoning requests, the following criteria should be considered. <br />Specifically, the applicant has proposed to rezone the northern one-quarter of the subject <br />property from R, Rural to R-1, Single Family Residential. Within the area proposed for R-1 <br />zoning, Ahpark accessible lots are proposed to be overlaid by a PDO, Planned Development <br />Overlay zoning designation. <br />3 <br />
