However, the Facility Plan approval was conditional upon resolution of conveyance and cost sharing <br />issues prior to initiation of preparation of plans and specifications for the proposed project. Upon completion <br />of construction of a new lift station, the Metropolitan Council Environmental Division is proposing to convey <br />to the City of Lino I iilo s the lift station and interceptor facilities that are no longer necessary for the regional <br />metropolitan interceptor system. <br />POLICY IMPLICATIONS: <br />Policy 1-6A of the Metropolitan Council's Water Resources Management Plan adopted in 1988 provides as <br />follows: <br />Interceptors that no longer have a role in providing metropolitan -level sanitary sewer services should <br />be removed from the metropolitan system and either capped and abandoned or reconveyed to local <br />units of government with fair compensation made to the Metropolitan Waste Control Commission All <br />facilities that are conveyed to local units of government should be fully functional. <br />FUNDING IMPLICATIONS: <br />Metropolitan Council Wastewater Services Department had determined that the facilities to be conveyed to <br />the City of Lino Lakes will have been fully depreciated by the time the new system has been completed. It is <br />therefore proposed to convey ownership of the facilities to the City in an "as -is" condition for zero cost. The <br />termination of the Land Use Agreement with the City of Lino Lakes would cost $22,00.00. <br />PREVIOUS ACTIONS: <br />The Metropolitan Council approved the Facility Plan for Lino Lakes on August 19, 1973 by Resolution No. <br />93-47 conditional upon resolution of conveyance and cost sharing issues prior to initiation of preparation of <br />plans and specifications for the proposed project. <br />DISCUSSION: <br />As part of the Facilities Plan for Lino Lakes, MCWS is proposing to build a new lift station in Lino Lakes. <br />When the new lift station is complete, a portion of sanitary sewer and lift station facilities now serving the City <br />of Lino Lakes will no longer be necessary for the metropolitan interceptor system. Therefore MCWS has <br />proposed that that portion of the sanitary sewer and lift station facilities be conveyed to the City of Lino Lakes. <br />
