4th Avenue access be located as far north as possible to avoid <br />conflict with the intersection of Apollo Drive and 4th Avenue. <br />Loading and Trash: The developer has indicated loading and trash <br />handling areas on the site plan. They will be properly screen as <br />provided in the Zoning Ordinance. <br />Lighting: Off street parking areas will be required to be <br />illuminated so as to reflect light away from adjoining property. <br />Signs: A sign location has been indicated on the site plan but <br />detail has not been provided. A sign permit will be required prior <br />to installation of any signage. <br />Utilities, Grading and Drainage: Utilities, Grading and Drainage <br />plans shall be subject to review and approval by the City Engineer. <br />Utilities are available to serve the site. <br />CONCLUSION: <br />City Staff and the EDAB would recommend approval of the Site Plan <br />as submitted with the following conditions: <br />1. The applicant shall sign a development agreement <br />financial guarantees as specified by City Staff <br />issuance of any building permits. <br />2. The City Engineer shall review and approve <br />drainage and storm sewer plans. <br />3. Proper sign permits shall be obtained prior to installation <br />of signage. <br />4. The Site Plan signed and dated 4/5/95 shall be made a part <br />of this approval and shall incorporate all landscaping, <br />parking, building location, trash handling, loading docks, <br />etc. <br />5. The parking area shall be provided with a hard surface with <br />concrete curb surrounding all access drives and parking areas. <br />6. Handicapped parking shall be provided according to ADA <br />Rules and Regulations. <br />7.
