Zoning Ordinance currently in process. <br />Building Height: A maximum height of 45' is allowed by the Zoning <br />Ordinance. The proposed building is well within this requirement. <br />Green Area: The Zoning Ordinance requires a minimum green area of <br />15%, 34.6% is being provided. <br />Landscaping: A landscaping plan has been provided and will be <br />reviewed by the City Forester to insure durability of species. The <br />Ordinance provides for buffering where a commercial property abuts <br />a residential district. Along the east property line a large stand <br />of trees including some Norway Pine exist that will screen the site <br />from the adjoining residential area. The south property line is <br />also screened with an existing stand of trees, mostly scrub trees, <br />that separate the property in question from the His & Her's Beauty <br />Shop to the south. <br />The Beauty Shop owners have been contacted regarding the proposed <br />development. They were pleased with the proposed improvement and <br />the removal of the existing structure. They indicated a desire to <br />have the existing fence between the two properties removed as it is <br />unsightly. <br />Aesthetic Compatibility: The proposed construction will be a <br />welcome addition to the Central Business District. The existing <br />building is to be removed and the new construction should greatly <br />enhance the looks of the area. <br />Off -Street Parking: The property owner is proposing approximately <br />28 parking stalls with 1 handicapped stall. The City's Parking <br />Ordinance provides the following: <br />Restaurant: 10 spaces/1,000 sq. ft. of dining area <br />plus one space/employee/shift <br />Drive In: 30 space/1000 sq. ft. of gross area <br />Fast Food: 30 spaces/1000 sq. ft. of gross area <br />Since the proposed construction is for a combination of eat -in and <br />drive-through our Planning Consultant has recommended the following <br />formula: <br />10 cars/1,000 square feet of net dining area <br />15 cars/1,000 square feet of net ordering area <br />1 car/employee at busiest shift <br />Total: 16 cars <br />Using the recommended formula, the 28 +/- spaces proposed are <br />adequate to serve the site. <br />Circulation and Access: The property owner's architect has <br />reviewed these plans with MnDot and determined that access will be <br />limited to James Street. An in/out driveway arrangement is <br />provided. The City Engineer has concurred that this arrangement is <br />acceptable. <br />Loading & Trash Handling: Trash handling areas are located on the <br />site plan and will be required to be properly screened. The <br />Planning and Zoning Board recommended that deliveries be limited to <br />"after" hours. <br />
