Members appointed after the initial commission <br />shall be appointed for a three-year term. <br />5. Vacancies - In case of a vacancy during the term of office <br />of any member of the Committee,the City Council shall appoint <br />a new member to serve the remainder of the term. Vacancies shall <br />exist if any of the following occur: Death, disability. or fail- <br />ure to serve as shown by failure to attend a specific number of <br />regular meetings as established by the Committee, residents out- <br />side the City, and resignation. <br />6. The Committee shall annually elect one member to serve as Chair- <br />man. The Chairman is responsible for the agenda of the meetings, <br />presiding at the meetings, minutes of the meetings, and reports <br />and recommendations to the Council. <br />7. The members of the Committee shall serve without compensation and <br />may be removed from office at any time by the City Council. Mem- <br />bers of the Committee may however, be compensated for expenses. <br />B. Duties of the Committee - The Committee shall be directed by the <br />Council to examine, study, and define the regional storm water sit- <br />uation, drainage routes and basins, identify known and anticipated <br />problem areas. propose plans and actions that will resolve or prevent <br />storm water problems, study and consider lake quality issues, coordi- <br />nate with neighboring communities and applicable government agencies <br />and advise the Council on all matters pertaining to the same subjects <br />as outlined below: <br />1. Establish and assemble necessary working materials for committee <br />orientation and use. <br />2. Identify scope of activities, establish working relationships, <br />and assign specific committee tasks to appoint personnel to work <br />in groups. <br />3. Investigate the overall storm water management situation as it <br />affects the various areas of the City, identifyinc drainage routes, <br />holding ponds and basins, topography, wetlands, o*er space areas, <br />watershed programs and adjacent community programs and activities <br />that may have bearing on Shoreview storm water management studies. <br />4. Define and establish an overall stormwater manager:er.t and flood <br />abatereot plan for the City of Shoreview that wil : provide a reason- <br />able, logical, and economical program providing realistic consider- <br />ation. utilization of natural conditions, and enh,ncer.ent of the <br />local e,:osystems, lakes, streams, and wetlands, including con- <br />sideration of citizen interest, watershed distric :s, ''ounty, State <br />c <br />
