Planning & Zoning Board <br />June 14, 2017 <br />Page 6 <br />APPROVED MINUTES <br />Staff recommended approval of Variances and Final Plat of Chavez Preserve. <br /> <br />Staff addressed questions of the Board. <br /> <br />Mr. Stoesz asked why there was a fine for removal of a tree if the tree is going to be <br />replaced. Ms. Larsen stated the ordinance requires a penalty and a replacement. <br /> <br />Mr. Evenson asked if the tree removal was done before or after the tree mitigation plan <br />was submitted. Ms. Larsen said yes because it was part of a plan. Mr. Evenson asked <br />when White Pine Road was designed to be a collector road. Ms. Larsen was unsure and <br />that it is included in the 2030 Comprehensive Plan. Mr. Evenson stated it should not be. <br />Ms. Larsen stated that it is a link between east and west but does not have the volume that <br />would require future expansion. <br /> <br />Mr. Evenson asked if there is a 30 foot set back because of the variance for the houses on <br />the south. Ms. Larsen stated that the street might not have been designed collector at the <br />time or it was possibly overlooked. <br /> <br />Marcel Eibensteiner, applicant, stated that staff did a great job, he is pleased, but the <br />process took a while and was complicated. Mr. Eibensteiner stated that sheds will be <br />down by July 10 and grading will start on July 15. He is, overall, happy with the project. <br /> <br />Mr. Laden made a MOTION to recommend approval of Chavez Preserve. <br /> <br />Motion was supported by Mr. Evenson. Motion carried 6 - 0. <br /> <br />E. NorthPointe 6th Addition Final Plat <br /> <br />Ms. Larsen presented the staff report. <br /> <br />NorthPointe is a PUD residential subdivision located northeast of the intersection of <br />Birch Street and 20th Avenue South/CSAH 54. The preliminary plat is 94.09 gross acres <br />and consists of a residential density mix of single family lots and an 88 unit senior multi- <br />family residence. The following is a breakdown of unit development: <br /> <br /> 216 Single Family Units (215 new lots + 1 existing home) <br /> 11 Future Single Family Units (future development of existing home) <br /> 88 unit multi-family <br /> 315 TOTAL UNITS <br /> <br />The applicant, Eternity Homes LLC, has submitted a land use application for final plat of <br />NorthPointe 6th Addition. Eternity Homes LLC is purchasing from Tony Emmerich <br />Construction, Inc. Outlot D, NorthPointe 5th Addition and is constructing 15 single family <br />homes on the 50 foot wide lots. <br /> <br />Staff recommended approval of the Final Plat of NorthPointe 6th Addition.
