Planning & Zoning Board <br />June 14, 2017 <br />Page 7 <br />APPROVED MINUTES <br /> <br />Board members had no questions. <br /> <br />Mr. Root made a MOTION to recommend approval of NorthPointe 6th Addition. <br /> <br />Motion was supported by Mr. Stoesz. Motion carried 6 - 0. <br /> <br />VI. DISCUSSION ITEMS <br /> <br />A. 2040 Comprehensive Plan <br /> <br />Kendra Lindahl, from Landform Professional Services, presented the staff report. <br /> <br />Minn. Stat. 473.145 requires the Metropolitan Council (Met Council) to adopt a <br />comprehensive development guide for the metropolitan area. Minn. Stat. 473.175 <br />requires the Met Council to review local government comprehensive plans to determine <br />compatibility with this regional development guide. These plans are developed and <br />updated every 10 years. <br /> <br />Our 2040 Comprehensive Plan Update process kicked off at a joint Council/board <br />meeting on May 15, 2017. Representatives from Landform, the City’s planning <br />consultant, will be present at the meeting to review the work session results and discuss <br />big picture issues for the update. <br /> <br />A public open house is scheduled for Thursday, June 22, 2017. <br /> <br />Staff addressed questions of the Board. <br /> <br />Mr. Stoesz stated that he was surpised that the City of Shoreview was being listed as a <br />threat. He explained that it is not appropriate to propogate this – neighboring cities are <br />partners, not a threat. Mr. Stoesz requested to take off this comment off the results. Ms. <br />Lindahl stated the point was that other cities are compeititon, not threats but <br />acknowledged that Mr. Stoesz had a fair point. Mr. Stoesz stated the Comprehensive Plan <br />is a PDF and should be more interactive and less cumbersome. <br /> <br />Mr. Laden stated that 300 responses does not seem like a lot. Mr. Laden asked what the <br />response rate was to a mail questionnaire last time. Ms. Lindahl stated that last time the <br />survey was done it was by a survey firm. This survey required residents and business <br />owners to take action on their own. Ms. Larsen stated that with SurveyMonkey, multiple <br />people within one house hold could answer the survey. <br /> <br />Mr. Laden asked if the City could keep the survey open longer. Ms. Lindahl stated the <br />survey information was included in the postcard and newsletter. More surveys will come <br />up throughout the process. MySidewalk is a tool within the webpage and more of a <br />interactive dialogue. So far only 1 resident has engaged. It is a blog type form and will <br />continue to be ongoing.
