Planning & Zoning Board <br />June 14, 2017 <br />Page 8 <br />APPROVED MINUTES <br /> <br />Chair Tralle asked how we can relay the message to residents that there is a blog <br />available. Staff stated that all the information is located on the City of Lino Lakes <br />website. Chair Tralle asked if there was another way to get the word out and suggested <br />the Quad. Mr. Stoesz suggested the water bill. Ms. Hankee stated that the City did <br />consider the water bill but it does not go to everyone. <br /> <br />Mr. Laden asked how big is the Comprehenisve Plan presence on the City’s website. Ms. <br />Larsen stated it was significant. Mr. Stoesz asked if it has made the digitial board. Ms. <br />Larsen stated it has not but that is a good idea. <br /> <br />Mr. Root asked what comments from the joint Board and Council meeting get put into <br />the Comprehensive Plan. Ms. Lindahl stated a record of the comments and the concepts <br />will be in the plan. Mr. Root stated there were comments against the charter commision <br />and City Council that are devisive and should not refereance specific people. Ms. Lindahl <br />stated they are foundational information to form the plan. But is part of the public record, <br />what are the important issues, but hear you and a reasonable comment. We want this to <br />build a vision and not create angst. <br /> <br />Mr. Laden commented on the first general goal of the city and how lengthy it is. Mr. <br />Laden stated that shorter could be too general so he would be ok with the goal being <br />longer. Ms. Lindahl stated that we will go back to that later in the process. <br /> <br />Mr. Stoesz asked if other cities have used a better term than 2040 Comprehensive Plan. <br />Ms. Lindahl stated that we can work as a team to make a more broad term for the plan. <br />Ms. Lindahl stated Development Framework is another term that has been used in the <br />past. Ms. Larsen stated that other cities have more of a marketing work play and thought <br />about a tagline. <br /> <br />Chair Tralle ask if there was anyway to make changing the plan easier. Ms. Lindahl <br />stated that the process is outlined in the statues and do not have the ability to change that <br />as a city. The City can adopt policies serparte from the Comprehensive Plan and <br />ordiancies that are easier to amend. Chair Tralle commented that the process is tedious. <br /> <br />Mr. Evenson asked if notes have been kept over the past 10 years of updating <br />Comprehensive Plans. Ms. Larsen stated that she does not because new scenarios come <br />up. <br /> <br />Mr. Evenson asked if there is a list of issues that staff want to address. Ms. Larsen stated <br />that the Comprehensive Plan is too much verbage and staff have some things they would <br />like to see in the plan. <br /> <br />Mr. Laden asked if we need to keep moving toward adding more graphics and visuals to <br />the plan. Ms. Larsen stated that pictures and visuals are always nice. Ms. Lindahl stated a <br />story should be told with more visuals with descriptive language and remove repetition <br />and to actively link parts of the plan to avoid those interal conflicts.
