Cul -De -Sac Radius <br />Paved Surface Radius <br />50 feet <br />40 feet <br />60 feet <br />46 feet <br />As shown above, the right-of-way width, paved surface width, cul-de-sac radius and cul- <br />de-sac paved surface radius do not meet the City's minimum requirements. However, <br />given the development constraints posed on the subject site, due to limited access <br />availability, the shape and size of the subject lot, and the structure setback requirements, <br />flexibility in these requirements may be justified. The street construction plans have been <br />reviewed by the Public Works Director and City Engineer and found to be acceptable. <br />Building Setbacks. To ensure compatibility with adjacent uses, all R-3 perimeter setback <br />requirements should be maintained. As shown below, all existing roadway setbacks <br />comply with R-3 standards. However, proposed setbacks to the proposed road do not <br />meet the required setbacks, therefore, flexibility through the PDO is being requested. <br />Required Proposed <br />Streets (Arterial Roadway) <br />35W & Apollo Drive 40 feet 40 feet <br />Streets (Residential) <br />Lea Court 30 feet 30 feet <br />Proposed Cul-de-sac 30 feet 10 feet (13 units) <br />As previously discussed, with the elimination of one unit, and the realignment of the <br />internal street (Exhibit E), the structure setbacks can be increased to 20 feet from the <br />street right-of-way, which provides additional open space along the roadway, and room for <br />parking in front of the garage. <br />Additionally, the Zoning Ordinance allows a deck encroachment with the street setback up <br />to twenty (20) feet from the lot line, provided the deck does not extend above the height <br />of the ground floor level. The applicant is proposing an on grade patio. <br />Off -Street Parking. According to Section 8, Subd. 1.(2)(B), an off-street parking <br />requirement of two and one-half spaces per unit is required in the R-3 Zoning District. As <br />calculated below, the site plan as submitted, requires a total of 80 spaces. <br />Units <br />32 <br />Ratio <br />2.5 per dwelling unit <br />Parking <br />Requirement <br />80 <br />The proposal illustrates 64 garage stalls, 15 driveway stalls, for a total of 79 off-street <br />parking stalls, which does not meet the minimum requirement. However, if one unit is <br />eliminated from the site plan, 78 spaces would be required, therefore, the parking <br />arrangement would meet the minimum requirement. <br />6 <br />
