Semi Annual Report 3 January -June 1995 • On May 22, 116 fifth grade students from the Rice Lake Elementary School graduated from the 1995 D.A.R.E. class and on May 23, 73 sixth grade students from the Lino Lakes Elementary School graduated from the 1995 D.A.R.E. class. On May 30, a National Guard Helicopter landed at Lino Lakes and Rice Lake Elementary schools. Three National Guard pilots spoke with 189 students from the D.A.R.E. classes. DEPARTMENT MEETING: Department meeting was held on January 24. Kim Sullivan was present and informed the Police personnel of 20/20 Vision and the meetings that were going to be taking place on January 24 and 25. Officers Sal Costa and Dave Zerwas were recognized at the meeting. Officer Costa for the department shoot he had conducted and Officer Zerwas for recovering stolen property. Department meeting was held on February 28. Topics of discussion included: 1995 scheduling, squad car assignments, 1995 hiring process, re -bidding of precincts, proposed hunting ordinance changes and Mission Statement, Code of Ethics and Value Statements. Department meeting was held on March 29. Topics of discussion included: Updates from Equipment Committee, D.A.R.E., Investigation, Reserves, and Safe and Sober. Upcoming VFW Parade and Heart Ride were discussed. We discussed the upcoming application process that will be used for hiring a new officer in June. We also reviewed the Mission and Value Statements and reviewed the controversial topic "Ethics". Department meeting was held on April 27. Topics of discussion included: Updates from Equipment Committee, D.A.R.E., Investigation, Reserves, and Safe and Sober. Introduced Karen Bennett, Office Staff. Recognized Officer Bob Fossum for interrupting a burglary in progress which resulted in the arrest of two people for possession of controlled substance. We discussed the Wellness Program, Crime Free Multi Housing, Public Safety Citizen Academy, the VFW Parade and Heartride. Department meeting was held on May 25. Topics of discussion included: Updates from Equipment Committee, D.A.R.E., Investigation, Reserves, Wellness Program and Safe and Sober. Went over: Domestic Abuse Policy and Senior Officer Police. Provided update on Hunting Ordinance. Provided update on Hiring Process. Officers then received a call of a barricaded gunman, at the 6400 block of Hokah Drive. Meeting was adjourned and several officers responded to the call. Gunman was apprehended without injuries and transported to Ramsey Hospital for evaluation.
