COUNCIL MINUTES January 9, 2012 <br /> APPROVED <br /> 90 Council Member Rafferty moved to waive the full reading of Ordinance No. 23-11. Council <br /> 91 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 92 <br /> 93 Council Member Roeser moved to approve the 2nd Reading and Adoption of Ordinance No. 23-11 as <br /> 94 presented. Council Member Rafferty seconded the motion. Motion carried: Yeas; 5; Nays none. <br /> 95 <br /> 96 3D. Appointment of Jesse Clark for Police Department Community Service Officer (CSO) <br /> 97 Position—Police Chief Swenson explained that a vacancy in the position of CSO has recently <br /> 98 occurred and the Department has interviewed candidates to fill that position. Based on that process, <br /> 99 he is recommending the hiring of Jesse Clark for the position. Mr. Clark is a strong candidate with <br /> 100 experience in the reserve unit as well as volunteer activity in the community. <br /> 101 <br /> 102 Council Member O'Donnell moved to approve the hiring of Jesse Clark as presented. Council <br /> 103 Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br /> 104 <br /> 105 PUBLIC SAFETY DEPARTMENT REPORT, JOHN SWENSON <br /> 106 <br /> 107 There was no report from the Public Safety Department. <br /> 108 <br /> 109 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br /> 110 <br /> 111 There was no report from the Public Services Department. <br /> 112 <br /> 113 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br /> 114 <br /> 115 6A. 1st Reading of Ordinance No. 01-12,Amending Sections 1, 7 and 8 of the Zoning Ordinance <br /> 116 to include uses such as Beverage Production and Bottling, Brewers Taproom, and Brew Pubs <br /> 117 within certain zoning districts—City Planner Bengtson explained that the ordinance would add the <br /> 118 noted uses to the Zoning Ordinance. The ordinance is written to allow certain brewery uses within <br /> 119 the city in industrial areas; accessory uses would also be allowed. Brew pubs would be allowed <br /> 120 within the business zoning district areas with accessory uses also. The Economic Development <br /> 121 Advisory Committee and Planning and Zoning Board recommend approval of the changes. <br /> 122 <br /> 123 Council Member Roeser moved to approve First Reading of the Ordinance 01-12 as presented. <br /> 124 Council Member Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br /> 125 <br /> 126 6B. Resolution No. 12-04, Accepting an Anoka County Agreement for 2012 Residential <br /> 127 Recycling Program—Environmental Coordinator Asleson explained that this is an annual exercise <br /> 128 for an agreement with Anoka County to allow the City to receive SCORE funds that assist with the <br /> 129 city's recycling program. A council member confirmed that the city will meet its recycling goals for <br /> 130 the past year. A council member urged that city businesses be encouraged to participate in recycling; <br /> 131 perhaps through provision of a can bin. Environmental Coordinator Asleson noted that the <br /> 132 Environmental Board will be dealing with that issue this year. <br /> 133 <br /> 3 <br />
