COUNCIL MINUTES July 23,2012 APPROVED 180 6D) Industrial Zoning District Text Amendment,2' Reading of Ordinance No. 07-12, 81 Amending Section 8 of the Zoning Ordinance—City Planner Bengtson explained that the 182 ordinance before the committee,that received first reading on July 9, 2012, will amend the industrial 183 zoning district language in the city Zoning Ordinance. The city engaged Landform as a consultant to 184 review the code language to ensure compliance with the 2030 Comprehensive Plan and to ensure 185 continued quality of development in industrial districts. 186 187 Council Member Roeser moved to waive full reading of Ordinance No. 07-12. Council Member 188 Stoesz seconded the motion. Motion carried on a unanimous voice vote. 189 190 Council Member Roeser moved to approve 2nd Reading and adoption of Ordinance No. 07-12 as 191 presented. Council Member O'Donnell seconded the motion. Motion carried; Yeas; 5;Nays none. 192 193 Resolution No. 12-66 Authorizing summary publication of Ordinance No. 07-12. 194 Council Member Roeser moved to approve Resolution No. 12-66 as presented. Motion carried on a unanimous voice vote. 196 197 6E) Landscaping Standards Text Amendment,2"d Reading of Ordinance No. 08-12,Amending 198 Section 3 of the Zoning Ordinance—City Planner Bengtson explained that the ordinance before the 199 committee, that received first reading on July 9, 2012, will amend the city's landscaping language in 200 the ordinance to reflect the 2030 Comprehensive Plan standards and ensure continued quality of 201 development. Motion carried; Yeas; 5;Nays none. 208 209 Resolution No. 12-67,Authorizing summary publication of Ordinance No. 08-12._ 210 Council Member Roeser moved to approve Resolution No. 12-67 as presented. Council Member 211 Rafferty seconded the motion. Motion carried on a unanimous voice vote. 212 213 6F) Intersection Signal Improvements (Birch St/W are Rd and Main Street/Lake Drive)— 214 i. Consider Resolution No. 12-70,Approving Plans & Specifications and Authorizing 215 Advertisement for Bids,Lake/Main & Birch/Ware Intersection Improvements 216 Community Development Director Grochala noted that the resolution would approve the plans for the 217 projects and allow staff to seek bids for the projects. Staff has been working with Anoka County on 218 the plans and designs (signals, roadways,medians, storm sewer and resurfacing). He reviewed the 219 schedule for the projects. He noted the city's share of the projects' cost is mainly to be funded 220 through general obligation bond issuance. 221 The mayor noted that the city heard concern about access from Hokah Drive and as a result the 222 concern has been addressed with a median change. 5
