Page -2- <br />November 15, 1978 <br />Mr. Reinert asked if this type of housing would be causing more density than townhouses? <br />Mr. Blackbird said not much more since the developer must provide more streets and drive- <br />ways. All other ordinance requirements would be complied with. <br />Mr. Mattson said these are changing times and other types of housing are coming in. <br />Mr. Gourley told Mr. Blackbird to submit some ,logical date to the City Engineer so he can <br />recommend the Board change its ordinances regarding quads. North Northeast Reality should <br />also submit information to indicate that the density will not be substantially larger than <br />what is zoned for in this area proposed for quads. <br />Dennis Cunningham - Variance <br />Mr. Cunningham presented a variance to construct an assessory building before building the <br />primiary building on property he owns on Cedar Street. He presented a drawing showing the <br />layout of the horse barn, arena, house as well as other structures he plans to build in <br />the future. <br />Mr. McLean asked if the Clerk had pulled the file on Carriage House Stables so that the <br />procedure for this installation could be handled in the same manner. She said she would. <br />Mr. Bohjanen said the Board should carefully consider the commercial aspect of this operat- <br />ion, adequate parking, adequate access, etc. A Special Use Permit would be needed. <br />Mr. Gourley asked the Clerk to pull the file on Carriage House Stables and send copies <br />of the file to the City Planner and all P & Z Board members to_,consider at the next <br />Board meet.i.ng. <br />Mr. Reinert asked Mr. Cunningham what his long range plans were. Mr. Cunningham explained <br />within in the next three to five years he plans to build an indoor riding facility and the <br />dwelling next spring. <br />Mr. Cunningham was told he would be placed on the December 20, 1978 P & Z agenda. <br />Richard Klenck - Land Use <br />Mr. Klenck said he was here to request two things. He presently owns just under 10 acres <br />of land and is trying to get more high ground by ponding and hauling fill dirt into his <br />land. The land is useless for development but what he is doing is good for the wild life. <br />He stated that at the time he started he did not know he needed permits from DNR, Rice Creek <br />Water Shed District and the City. Mr. Mobley has informed him this summer the permits are <br />required. <br />he now plans to build a pole building for storage of two dump trucks,etc. He plans to <br />locate the building far engough back on his property so as to be out of the sight of the <br />neighbors. Mr. Mobley said the usage of the building is commercial and the P & Z Board would <br />have to reveiw this request. <br />Mr. McLean asked Mr. Mobley if there was any problem with the building itself. Mr. Mobley <br />said none, however, the problem is usage of the land. <br />Mr. Gourley explained since Mr. Klenck is not operating an agricwltural venture a Land Use <br />Permit is not needed, however, a building permit is required. Permits are being obtained <br />from the DNR and RCWD. A Special Use Permit will be needed to store heavy equipment in the <br />new building. <br />
