Page -4- April 19, 1978 <br />The area of the lot Mr. Wahlberg has sold is less than 22 acres since it includes the <br />street easement. Mr. Wahlberg has completed a variance form for a lot of less than <br />22 acres. <br />Mr. Shearen suggest the Council could look at the variance at the same time it considers <br />upgrading that portion of 77th. <br />Mr. Reinert moved to table Mr. Wahlbergs request for a variance for a lot of less than <br />2Z acres until the street situation is solved. Mr. Shearen seconded the motion. Motion <br />declared passed. <br />The Clerk was asked to ask Mr. Locher for his opinion on upgrading this part of 77th <br />Street. <br />North Northeast Reality <br />Mr. Behm representing North Northeast Reality asked the Board if a variance coul be <br />granted for a building permit on a 17 acre parcel of land owned by Mr. Jessie Heller. <br />This lot was created when 135W was built. At present the only access to the property <br />is a 33 foot easement off of Main Street. <br />Mr. McLean felt a full City Street to the property would have to be built. Mr. Behm <br />felt that if the street would have to be built then the whole 17 acres would have to <br />be platted into small lots to recover the expense of the street. <br />The Board did not take any action other than to tell Mr. Behm the property would need <br />street frontage. <br />Lake Amelia - Robert Herbst, Jr. <br />Mr. Hergst reviewed his proposed commercial plan for the area he has off of 20th Avenue <br />known as Hansen's Gravel Pit. <br />Mr. McLean asked if he knew how this land is zoned. Mr. Herbst thought it was commer- <br />cial. Mrs. Anderson checked the office records and as far as she could tell it was <br />still agricultural. <br />Mr. Herbst was informed that the first item to handle would be to determine the zoning <br />and if necessary rezone for the proper usage. The Clerk will check with the City Eng- <br />ineer and City Attorney to determine the current zoning. <br />Mr. Herbst explained the present plans are for facilities that are of the warehousing <br />and distribution type of operation. He also noted that White Bear Boat Works had ex- <br />pressed interest in relocating to this area. <br />Mr. Herbst plans to construct the retail buildings with an 'old world' atmosphere. <br />The only tall building will be a four story bank. <br />Mr. Herbst was asked to provide more detail plans of the site and buildings andto see <br />that the area is properly zoned. <br />Mr. Fran Burque <br />Mr. Burque owns acreage east of 135E and has a billboard located on the property. The <br />State has notified him that all billboards located in non industrial zoned area must <br />be removed before January I, 1979. He asked if the area where the billboard is located <br />
