• <br />-'Page Two - February 16, 1977 <br />�•Mr. Charles Nelson presented a sketch for proposed Pine Vista, Block Two. <br />Mr. Nelson said he wants to maintain the large lots and asked the Planning <br />and Zoning if they felt this plan is feasible. If so, then he will proceed <br />with the planning. <br />Mr. Nadeau asked if he would leave the cul-de-sac in the original plat and <br />Mr. Nelson said, yes. He had sketched in two different accesses to the <br />area. The final decision depends on the land owner to the East. The drain- <br />age easements had been reviewed by Mr. Gotwald with the suggestion they be <br />put on the rear of the lots, not between two lots. Mr. Nelson didnot feel <br />this presented a problem. The general consensus of the Planning and Zoning <br />Beard was with some changes this was a good concept. They particularly <br />liked the large lots. Mr. Nelson was given approval to go ahead with his <br />proposal. <br />Mr. Ted Meyer, representing Drovers State Bank, presented the plat for the <br />four unit townhouse located on West Shadow Lake Drive. The lot had been <br />enlarged to give the parcel the required frontage on West Shadow Lake Drive. <br />After some discussion, Mr. Shearen moved to recommend to the Council approval <br />of this preliminary plat and a date be set for the public hearing. Seconded <br />by Mrs. Schwankl. Motion carried unanimously. <br />Mrs. Butters Appeared before the Planning and Zoning Board with a request to <br />combine three lots into two lots. These lots are located on Orange Street. <br />She felt that they are too small for building having only 75' frontage. She <br />proposed to split the center lot and attached J to each of the other lots. <br />She asked if it was necessary to obtain a variance for this. The Planning <br />and Zoning Board was not sure and the Clerk was instructed to check this <br />matter with the Attorney. Mrs. Butters will check with the Clerk. <br />Mr. Hansen's Otter Lake Estates was considered. The suggested changes had <br />been made and the first sketch of lots had been realigned and included in the <br />proposed plat.. There was some discussion on the driveways entering directly <br />onto a County Road. It was suggested the driveways be in pairs. This would <br />give some distance between them. <br />Mr. Hansen was also suggesting the land along the channel not be a part of <br />this plat, but remain in private ownership. There was a question on the <br />required land for parks. Mr. Hill asked if there was any parks in the area <br />and Mr. McLean said the South end of Otter Lake is in Ramsey County open <br />space. They felt that money was more needed than land but this should be a <br />Council decision. There was some discrepancies in the lots and blocks due to <br />changes in the numbering. <br />Mr. Hansen was told he would need a letter from the Anoka County Highway <br />Department, the Rice Creek Watershed District and some communications from <br />the Corps of Engineers. <br />Mr. Shearehmoved to recommend approval of the preliminary plat contingent <br />upon the receipt of the required documents, and to set a date for the public <br />hearing. Seconded by Mr. Karth. Motion carried unanimously. <br />The application for variance from NorthNorthEast Realty needs the signatures <br />of the current owners. The Clerk was instructed to relay this information to <br />Mr. Blackbird. <br />Mr. Gourley asked if Mr. Rasmussen had submitted his application for a variance <br />in connection with the building at the United Tire location and the Clerk said, <br />No. She was instructed to write to Mr. Rasmussen asking the application be <br />
